Medvedev will voice his program at the civil forum and before the security forces


Presidential candidate from United Russia Dmitry Medvedev will unveil the theses of his election program on January 22 at the Second All -Russian Civil Forum, which will hold the Public Chamber and on January 29 at the congress of the Association of Russian Lawyers in the presence of the entire power bloc.

The name of the coming civil forum is "New Social Initiatives: through continuity to progress." As a source surrounded by Medvedev told the Vedomosti newspaper, the candidate prepares a big performance for the forum, in which he will reflect "his vision of the development of civil society, the country's domestic policy." Member of the CEC Gennady Raikov told the publication that the registration of Medvedev should be held no later than Monday, January 21.

The first civilian forum was held on November 21-22, 2001 in the Kremlin with the participation of 6,000 former dissidents, businessmen, ecologists, human rights activists, disabled people. Putin spoke, he said that there could not be a strong democratic state with a weak society. Finding a new form of interaction between society and power - this was the purpose of the forum.

On January 29, Medvedev will unveil the theses of his election program at the congress of the Association of Russian Lawyers (Ayur), Kommersant reports with reference to sources in the association. At the congress, the entire power block of government and Vladimir Putin will be present. According to the chairman of Ayur, the head of the Accounts Chamber of Sergei Stepashin, and a member of the Presidium Ayur, the Prosecutor General of Yuri Chaika, on January 14, the Presidium of the Association recommended that the congress support Dmitry Medvedev’s nomination to the president.

The Ayur Presidium includes Minister of Internal Affairs Rashid Nurgaliev, Minister of Justice Vladimir Ustinov, FSB director Nikolai Patrushev, Prosecutor General Yuri Chaika, head of the Federal Drug Control Service Viktor Cherkesov, Director of the Federal Penitentiary Service Yuri Kalinin, Director of the Federal Bailiff Service Nikolai Vinnichenko, as well as the head of the Presidential Administration Sergey Sobyanin, the head of the administration of the president. The Chairman of the Constitutional Court Valery Zorkin, Chairman of the Supreme Court Vyacheslav Lebedev, Chairman of the Supreme Arbitration Court Anton Ivanov, Vice-Speaker of the Federation Council Alexander Torshin, Chairman of the Duma Committee on Constitutional Legislation and State Construction Vladimir Pligin.

It is expected that at the Ayur Congress the composition of the Presidium will be updated: it will include the speaker of the Federation Council Sergey Mironov, Minister of Defense Anatoly Serdyukov, presidential plenipotentiary in the Volga Federal District Alexander Konovalov, deputy industry Alexander Gutsan.

The Association of Russian Lawyers is the only public organization whose member is President Vladimir Putin. All meetings of the Presidium, in addition to the one that took place on January 14, was held by Dmitry Medvedev.

In early 2007, the association, in which the first deputy prime minister Dmitry Medvedev took an active part, was already called as a support of a potential presidential candidate.
