The Ministry of Health and Social Development is preparing its priorities until 2020

Russian healthcare must develop according to a single meaningful scenario over the course of 12 years. Moreover, in preparing the concept for the development of the medical sector until 2020, officials intend to involve representatives of the academic community, as well as heads of leading clinics. Their opinion has been ignored by the leadership of the Ministry of Health and Social Development in recent years , which ultimately led to a protracted conflict between the department and the Russian Academy of Medical Sciences.

However, the Minister of Health and Social Development Tatyana Golikova recently ordered that not only economists, but also long-time critics of her predecessor Mikhail Zurabov be included in the working group to prepare the concept. In particular, the list of developers approved by Ms. Golikova includes Deputy Head of the Ministry of Health and Social Development Vladimir Belov, famous cardiac surgeon Leo Bokeria, Chairman of the State Duma Committee on Health Protection Olga Borzova, President of the Russian Academy of Medical Sciences and Head of the Blokhin State Scientific Oncology Center Mikhail Davydov, Director of the Treatment and Rehabilitation Center " Roszdrav" Konstantin Lyadov, chief sanitary doctor of the Russian Federation Gennady Onishchenko.

However, the activity of doctors may also be caused by the fact that some intermediate version of the concept of industry development until 2020 should be presented to First Deputy Prime Minister Dmitry Medvedev this coming Monday, February 11.

The Ministry, for its part, is preparing a document that will spell out the healthcare management system, clarify the program of state guarantees for the provision of medical and drug care, and name priority healthcare programs. The document should also specify specific groups of the population on which the entire industry will be focused.

But, apparently, there is no need to expect a quick appearance of the completed document. “The concept being developed is not a slogan document,” Tatyana Golikova, head of the Ministry of Health and Social Development, explained to Vremya Novostei. -- This is a list of specific mechanisms, proposals for changing the largely outdated regulatory framework, indicators and indicators for monitoring. At the same time, the main guideline for us in working on the document is the population’s satisfaction with affordable and high-quality medical care.”
