The Ministry of Culture and Mass Communications has prepared the bill "On the restriction of the turnover of products of an erotic and pornographic nature". As the New Izvestia writes on Tuesday, at the disposal of which the document turned out to be, it gives the definition of pornography that is absent in Russian legislation.

Pornography, according to the bill, is a "detailed, naturalistic image, verbal description or demonstration of sexual intercourse, genitals, which are aimed at sexual excitement." Erotica, in turn, is defined as "a demonstration of sexual relations of people, not containing elements of pornography." At the same time, works that have scientific or artistic value, as well as educational or medical nature, do not include erotic and pornographic products.

Officials offer to allow the trade in erotic and pornographic products, with the exception of pornography with the participation of minors, with the bodies of the dead, animals and the use of violence. In addition, it is forbidden to use state symbols and architectural monuments in pornographic materials.

Sex shops and strip bars will be subject to licensing. Minors, as well as previously convicted of sexual crimes, will not be able to become their owners or employees. It will also be possible to visit them from the age of 18. It will not be possible to place the institutions of sex industry in medical, educational, cultural, religious institutions, authorities and at stations.

On television and radio channels, erotic and pornographic programs can be broadcast from one in the morning until five in the morning (now, according to the law "On the media", from 23 to 4 in the morning). Only eroticism will be allowed to publish on the Internet, and for the placement of pornographic materials they will punish two years of prison.

For pornography with animals, corpses or associated with violence, as well as for organizing pornographic events, it is proposed to deprive of freedom for six years. Corresponding amendments to the Criminal Code are prepared together with the bill. Now only child pornography is criminally punishable (term - up to eight years in prison).

Now the document is being approved by the government. In the near future he will be brought to the State Duma.

Now the activities of the sex industry are regulated by regional laws, and such laws exist in less than half of the subjects.

In 2006, a group of deputies from the Rodina faction offered to ban the turnover of pornographic products, but their bill was rejected in the first reading. And a few weeks ago, deputy Robert Schlegel introduced a bill on a fine for watching pornographic magazines in a public place to the State Duma.
