Almost a random sample

A bill has been introduced to the State Duma, changing one of the important principles of selection of jurors in Moscow and St. Petersburg. According to “Independent Gazeta” on Tuesday, it is proposed to allow to form lists of candidates in jury to regional authorities instead of local authorities.

The author of the bill, the chairman of the Duma Committee on Constitutional Legislation and State Construction, Vladimir Pligin, offers to remove the following phrase from the existing law: "When drawing up lists of candidates to the jury in cities of federal significance, the possibility of regional authorities of state authorities of local authorities is not provided."

Pligin refers to the logic of the basic law on the organization of Russian municipal authorities, which allows cities of federal significance-Moscow and St. Petersburg-to significantly reduce the powers of municipalities. True, as the newspaper canceled, the law allows the use of only one reason for this - "the need to preserve the unity of the city economy."
