Danila Halperovich: Boris Yeltsin, the chairman of the Supreme Council of the RSFSR, was the main character of rallies and folk news. Danila Halperovich: the main rival of the future president of Russia in the 1991 elections - Nikolai Ryzhkov - was sure that Boris Yeltsin’s populism was played and that he, Ryzhkov, should say to people about it. The former prime minister of the Soviet Union considers this to this day.
Nikolai Ryzhkov: In the summer of 1991, when I went to the presidential election in Russia, I did not go from the Communist Party. Many at that time in the leadership of the CPSU did not really support me, because in 1989-90 it so happened that I was criticized both on the left and on the right. Therefore, to hope that in 1991 I would be supported by the leadership of the CPSU, I understood that this was an unrealistic business. But people still had people in my memory, because six months after my resignation passed. Even then I gave myself a report, I say this today, after many years, I perfectly understood that I had no chance of victory at that time. I was prompted by the fact that still I had to go to these elections. Because there was such euphoria around Yeltsin at that time, everyone screens, everyone shouted that it was the Savior of the Motherland. And they really knew very little that this “Savior” would bring great trouble for our people. I knew in Moscow more than others. We are from one nest with him: we are from the same city, Sverdlovsk, we graduated from one institute, only it a little earlier, and I am a little later, he is a construction faculty, I am a mechanical faculty. I have known him since 1968, when he began to work in the regional committee of the party, engage in construction, and in Uralmash there was always a large construction. And, of course, he came all the time, the RAM carried out all sorts of RAM, and I knew him. I knew him well both as a leader and as a person. Therefore, I had no illusions regarding him.
Danila Halperovich: Nikolai Ryzhkov was sure that the people's wave, who raised Boris Yeltsin to power, was also sweeping the developments that the Soviet chiefs made to reform the economy. So, according to the former Soviet prime minister, the confrontation of immigrants from Sverdlovsk was not personal, but ideological.
Nikolai Ryzhkov: He invited Andropov to a conversation, he invited me, Gorbachev and long. He invited him to himself and said: “Everyone says a lot about the fact that changes are needed, it is necessary to adjust, especially the economy, something needs to be done. Let's sit down and start working. Start working, analyzing and so on, develop a line, a position where we will go. ” We worked under Andropov, he dies, we worked under Chernenko. Therefore, when in 1985, in the month of March, Gorbachev was elected, in April there was a famous plenum, and he then made a program speech. We were convinced that what was developed and what was proclaimed at the beginning of perestroika was necessary for the country. I am absolutely convinced that the most important error of reforming in the Soviet Union, in this case, was called “Perestroika”, was that, without completing the reform of the economy, and for this it was necessary for a certain number of years without creating infrastructure, if I can say, we began to engage in a change in the political system.
Danila Galperovich: At the same time, Nikolai Ryzhkov was only one of five candidates opposing Boris Yeltsin.
The head of the Panorama research center Vladimir Poblovsky is sure that then the Russians had a real choice, and the 1991 elections in all Russian history were perhaps the most deserving this name.
Vladimir Prelilovsky: It really was elections. All candidates, all political forces turned primarily to the people, to voters. And the choice was quite clear. Or a radical change - this choice was represented by Yeltsin, in any case, in the eyes of the people, well, in the eyes of the people, he still personified the gap with the communist regime and even the arrival of democracy, although it was, perhaps, to some extent an illusion. But it was a clear line. Those who voted for Yeltsin, and those who voted against him, perfectly understood why they vote. There was an opposite choice - this is the conservation of the existing regime and, perhaps, even a rollback to pre -perestroika times - this choice was represented by Nikolai Ryzhkov. And there was such a compromise, not everyone understood what Bakatin candidate was, it was a candidate from Gorbachev, so he was fuzzy, but, in any case, people who were seriously versed in politics, even understood this. And there was such a setup pseudonalist - Zhirinovsky. The spectrum was very complete. No one was prevented from significant political forces to advance, and there were almost no falsifications.
Danila Halperovich: At the election headquarters of Boris Yeltsin, they were ready to fight competitors. The head of the headquarters of Yeltsin in 1991, Gennady Burbulis, says that then it was about whether their candidate could win at once or have to go to the second round.
Gennady Burbulis: There was an attempt to play such competing pairs that were put up for the elections not without the participation of both the Kremlin and the ideological leadership. Everyone understood that Boris Nikolayevich did not have such a direct and worthy competitor, but there was an attempt to prevent us from gaining 50 percent and somehow addressed candidates for a recognizable electorate. Both Bakatin and Ryzhkov Nikolai Ivanovich and Zhirinovsky, we could not even imagine that such a strange political education would be part of competitors. But, as I understand now, it was also a certain work of backstage with the ultimate goal - to take away from Yeltsin one, two, four, five percent of the vote each, from which the second round will make up.
Danila Halperovich: But, according to Gennady Burbulis, there were quite professional people at the headquarters of Boris Yeltsin, who had already passed two election campaigns, ready for a lot.
Gennady Burbulis: We all have gone through the practice of two historical elections - these are the elections of people's deputies of the USSR and the election of people's deputies of the RSFSR, in 1989 and 1990. There was a certain preparation, both moral and psychological. A well -tested asset, as always, was a carefully selected composition of proxies. And in the future, the question of the correct tactics of Boris Nikolayevich’s participation on both the regional and all -Russian scale and our positioning to this historical situation. For the first time in the history of our Motherland of Russia, the head was elected popularly. And it was important for us, without combining, this truly historical feature, at the same time to somehow convey it. If I say that every day we counted some ratings in the regions with anxiety and excitement, it will not be true. True, it will be that we had no self-confidence, we understood that the struggle would be for interest, for a share of interest, and it was important not to lose the back of the 1989-90s in the elections that we held.
Danila Galperovich: At the same time, it is worth noting that competitors also studied. Then the post of vice president was established in Russia, and Nikolai Ryzhkov went to the polls in tandem with the former army commander in the Afghan war Boris Gromov. Following this candidate for vice presidents, Boris Yeltsin became a pilot, a hero of the same Afghan war, Alexander Rutskoy. But the engine of the campaign, its main face, was still the future president of Russia.
Gennady Burbulis: I remember in the famous, legendary Kuzbass we had a meeting, we were warned, in my opinion, even in Prokopyevsk, that there was a very evil and annoyed people, people, as it were, supported democracy and freedom for a long time, but nothing qualitative, maybe even better avoid this meeting. For Boris Nikolaevich, this thing is unthinkable. We arrived, he began to perform, in response began to scream, to pick up. He switched at some point to the same form of rejection. Danila Galperovich: the voting results on June 12, and Yeltsin's supporters did everything to combine this day on the day when Russia used to proclaim its sovereignty a year earlier, they said for themselves. With a turnout of more than 60 percent, Boris Yeltsin scored 57, Nikolai Ryzhkov - 17, and Vladimir Zhirinovsky, who surprised everyone, surprised everyone. And these were the first, but not the last elections in which Favorite refused to participate in television battles.
1996
Danila Halperovich: The next part of our trip to the history of Russian elections is about the 1996 campaign. Boris Yeltsin goes on a second presidential term with a minimum confidence rating after strict economic reforms, dispersing the Supreme Council and an unpopular war in Chechnya. The main competitor of the president is the leader of the Communist Party of Russia Gennady Zyuganov. At this moment, the recently appeared Russian large capital understands: it is necessary to save the situation, otherwise the Communists will come.
The disgraced businessman Boris Berezovsky recalls that he understood this before the rest of his colleagues and began to work on uniting efforts.
Boris Berezovsky: In 1996, already in Davos, this understanding already, thank God, came not only to me, came to others who are called oligarchs today. I realized that all our disputes, contradictions need, at least for some time to forget, since it is just about survival. And then I called Gusinsky, with whom we, in general, in a tense relationship, shared some other property, and said: “Volodya, apparently, we must meet, talk.” We met with him, talked. After that, I began to think about who could organizationally solve this problem. I thought about Chubais, I met with Chubais and I directly told him that "Tolya, there is a problem that concerns all of us." It should be noted that Chubais reacted instantly. When we arrived from Davos, Valentin Yumashev organized our meeting with Yeltsin, ours is the oligarchs. When they were convinced, as you remember that this technology fails, then they slipped three decree to Yeltsin: one about the dissolution of the parliament, the other about the dissolution of the Communist Party, the third about the transfer of elections for two years. Catastrophic, in fact, the proposals were made to Yeltsin. We believed that there would be a civil war in this case. I think that Yeltsin understood that this way should not fight for power. Therefore, he made a decision after our meeting. When we really told him that he had a rating of 5-6 percent, he was very surprised, he must notice you, he realized that we would not be crazy, that we were not the time, and the next day he literally decided to create a parallel headquarters. He also ultimately accepted the proposal that I formulated to him about the need for cooperation with a swan.
Danila Halperovich: But the leader of the Yabloko party, and then the presidential candidate Grigory Yavlinsky says that at first there was an agreement on the joint actions of himself, Yavlinsky, General Alexander Lebed and academician Svyatoslav Fedorov, and Lebed was literally torn from this triple pact by the Kremlin and the businessmen helping the Kremlin. Grigory Yavlinsky believes that in order to defeat Gennady Zyuganov Boris Yeltsin, it was necessary to act differently and, above all, not to make a deal with the oligarchs. Then, according to the leader of Yabloko, democracy in Russia would have a real chance.
Grigory Yavlinsky: The meaning of my nomination was that there were real opportunities to take third place in the elections, and this would mean the creation of an affiliate coalition with Yeltsin, a change in the course, replacing a number of figures. As for the course, I mean the issues of corruption, issues of collateral auctions and criminal privatization, and some other economic problems, in addition, a number of social problems. And, having created such a coalition, to win in the second round by Zyuganov. This was the political meaning of my nomination.
The atmosphere of elections was primarily in the fact that it was such a task that the group that served Yeltsin opposed. At that time, these were those who were later called oligarchs, now - fugitive oligarchs. So they devoted all their strength to ensure that such goals were not achieved. Since those people first participated in politics by the method of censorship of the press and manipulations, of course, it was a very painful experience, it was a very painful pressure that manifested itself in various forms. Many elements of this pressure, I mean manipulations, lies, if we talk about the media, administrative pressure, prohibitions and other methods of this kind, they were just laid then. It was then that they used them. And falsifications, large -scale falsifications also appeared precisely then.
Danila Galperovich: Grigory Yavlinsky says that the Kremlin team decided to squeeze him out of the presidential campaign. Boris Yeltsin met with the leader of Yabloko several times, but all these meetings, according to Yavlinsky, were as follows: he told the president about what needs to be corrected in the state, and Boris Yeltsin in response suggested that he withdraw from the campaign, otherwise it would be worse.
Grigory Yavlinsky: Once Yeltsin very harshly demanded from me, he said that the whole press is in the reception room, and he demands that I take off my candidacy, otherwise I will regret it very bitterly. I am a young man, and he would not want me to regret it so bitterly. After that, I got up and said: “Then, Boris Nikolaevich, the conversation is finished, because in such a formulation of the question ...” - well, he commented on the fact that he said that I did not intend to discuss this at all. He turned and went. I went to the door, and Yeltsin says: "Return." I'm back. He sat at the meeting table. He says: "come." I went up to him. He says: "You will not take off your candidacy?" Danila Halperovich: In these words, Boris Yeltsin, said in almost a whisper, Grigory Yavlinsky believes, expressed all the respect of the Russian president for open politics. Another thing, says the leader of Yabloko that there was no such respect surrounded by Boris Nikolayevich, and therefore they approached Yavlinsky with threats and requests.
Gennady Zyuganov did not apply to the Communists and their candidate. For the Communist Party of Russia, the 1996 elections were decisive. The party inspired success in the 1995 parliamentary elections. Выборы 1996 года были единственными в российской истории, проходившими в два тура. Первый тур голосования 16 июня показал, что разрыв между Ельциным и Зюгановым не слишком значителен. Данила Гальперович: Для Радио Свобода президентская кампания 2000 года проходила на фоне другой кампании - за освобождение корреспондента Свободы Андрея Бабицкого, захваченного в Чечне сначала российскими военными, а потом некими вооруженными формированиями, лояльными Москве. Сама Москва в лице представителя Кремля Сергея Ястржембского говорила, что многое из того, что происходит с Андреем Бабицким, является для нее неожиданным.

Борис Березовский: Такой момент сомнений у меня, например, - это декабрь 1999 года, когда уже вовсю шла вторая чеченская война, и я пришел к Путину, когда наши дошли до Терека, федеральные войска, и я пришел к Путину и сказал: «Володя, ты знаешь… Ты понимаешь, что у меня опыт реальный есть в Чечне, я знаю, как трудно достигался этот мир первый, и я хочу тебе сказать, что победа наша – это не флаг над Грозным, русский, а победа – это когда ментально чеченцы поняли, что они проиграли, а русские поняли, что выиграли, поняли, что мы выиграли. В частности, Владимир Жириновский отрядил представлять ЛДПР своего охранника и депутата Госдумы Олега Малышкина, каждое высказывание которого доставляло немало веселья тем, кто следил за избирательной кампанией. Компартия вместо своего вождя Геннадия Зюганова выдвинула агрария Николай Харитонова, который убеждал корреспондента Радио Свобода, что Владимир Путин, которого он очень уважает, обязательно должен выйти с ним на теледебаты.
Николай Харитонов: Ну, мы же сами говорим и записали в Конституции: демократическое, правовое, светское государство. Это элемент демократического государства – участие в теледебатах. И это воочию разбудит наш электорат. Сегодня администрация президента, ныне действующий президент переживают, а может ли необходимое количество избирателей прийти на выборы. Вот именно участие в открытых теледебатах позволит активизировать наш избирательный электорат. Владимир Владимирович смелый человек, и на подводной лодке, и на корабле, и на боевых машинах летал в воздухе. Уж теледебаты, я думаю, не большая проблема, и не большое мужество нужно, чтобы принять активное участие вместе с другими кандидатами. Мы практически всех заставили перейти на левую, будем говорить, половину избирательного нашего электората. Используя лозунги левых, практически перехватив даже кое-какие инициативы, и «Родина», и ЛДПР, и «Единая Россия» практически провели в Думу большое количество депутатов. Поверьте мне, все то, что они обещали, выполнить только можем мы. Я уверен, что и кандидат в президенты, когда наберет достаточное количество подписей, Владимир Владимирович Путин, обязательно будет работать на левом поле.
Данила Гальперович: Однако, несмотря на все свое уважение к Владимиру Путину, Николай Харитонов не считал, что чиновники, подыгрывающие действующему президенту в его кампании, делают правильно.
Николай Харитонов: Сегодня дана жесткая административная команда, и сегодня практически… Я недавно вернулся из Новосибирской области, и, в том числе, на моем избирательном округе в зависимости от количества избирателей дана команда – от 900 до 1,5 тысяч подписей в поддержку Путина что было собрано, представлено и отправлено в Москву. И сегодня многие руководители территорий негласное соцсоревнование объявили друг другу, кто больше.
Данила Гальперович: Владимир Путин, конечно, и не думал выходить на теледебаты с кем бы то ни было, и кампания становилась опасно скучной. Избиратели могли попросту не пойти голосовать, если и так все известно заранее. В этой ситуации администрация президента начала звать в кампанию хоть кого-нибудь интересного. О таких просьбах в эфире Радио Свобода рассказывал бывший председатель советского и российского Центробанка Виктор Геращенко, так и не ставший тогда кандидатом...
Виктор Геращенко: Я не пытался баллотироваться, понимая, что второй срок для Владимира Владимировича Путина был обеспечен, даже хотя он в первый срок не очень-то активно вел те или иные решения властные. Но, поскольку все руководители оппозиционных партий отказались баллотироваться, то Рогозину, как руководителю фракции «Родина», сказали: «Нужно, чтобы от вас тоже был выдвинут кандидат, и предпочтительно, чтобы был Ляпкин-Тяпкин». I said: "I don't need it." Но они сказали: «Они просят». Мы сходили к Козаку, он сказал: «Вот надо». And what is the point? Ну, я могу походить по экономической политике... Он говорит: «Мы это еще посмотрим». Я: «Как посмотрим? Вы просите выдвинуться – и посмотрим?» - «Ну, все равно просим выдвинуться». ЦИК зарегистрировал, вернее, приняли документы. Данила Гальперович: Из того же блока «Родина» был зарегистрирован кандидатом Сергей Глазьев, Кремлю, в отличие от Виктора Геращенко, отнюдь не симпатичный. Оппозиционный экономист жаловался, что все время подвергается очернению не без участия госчиновников.
Сергей Глазьев: Я вынужден просить прокуратуру вмешаться и одернуть клеветников, которых почему-то рекламируют первый и второй каналы. По моим сведениям, которые поступают из разных источников, некоторые пиар-агентства, которые специализируются по «чернухе» так называемой, уже получили что-то вроде заказа на проведение тендера на тему, кто лучше придумает какую-нибудь «чернуху» про Глазьева, кто сфабрикует наиболее убедительные клеветнические материалы. Потому что мои оппоненты, видимо, не могут найти никаких реальных фактов, поэтому они обращаются к специалистам по 2чернухе» с просьбой помочь им придумать что-то, меня дискредитирующее.
Данила Гальперович: Григорий Явлинский сравнивал выборы 2004 года с предыдущими и объяснял, почему второй раз он соревноваться с Владимиром Путиным не стал.
Григорий Явлинский: Я вам приведу такую аналогию. Вот представьте себе, что вы играете в футбол. Выглядело это примерно так: у меня ворота были 100 метров в ширину, а у Путина - 5; на моей стороне играли 5 игроков, а на стороне Путина – 150 игроков; но был мяч, поле и была игра, такая, какая могла быть в таких условиях. А вот если взять выборы 2004 года, это ситуация другая, там нет ни ворот, ни поля, ни мяча, а там есть только полный стадион и счет на табло. Тебя приглашают прямо на трибуну, чтобы ты посмотрел на этот счет, уже который там написан. Иначе говоря, там был некоторый механизм, с помощью которого вы могли политически бороться. Это уже другая проблема, что чуть более сложную вещь, чем дважды два четыре, объяснить чрезвычайно трудно, и так далее, и так далее, это уже другой комплекс проблем. Но была возможность борьбы.
Данила Гальперович: Странной кампанию называли все, кто в ней участвовал. Ирина Хакамада, ставшая единственным кандидатом праволиберального толка, делилась тогда с журналистами своими впечатлениями от избирательной гонки.
Ирина Хакамада: Я являюсь народным кандидатом, не партийным. Иду от людей, люди меня поддержали и продолжают поддерживать. Мой главный оппонент – это, конечно, Владимир Путин со всей той властью, которую он выстроил сегодня, которая, кстати, не справляется ни с чем. Все думали, что президентская кампания будет проходить в умеренно-скучном темпе с фаворитом во главе. Но происходят террористические акты, пропал Рыбкин, спецслужбы молчат. В общем, как-то все это очень тяжело и непонятно.
Danila Halperovich: Ivan Rybkin, who performed in his campaign hotly and extremely opposition, really disappeared. Его помощница Ксения Пономарева высказывала журналистам предположения о том, что же могло случиться.
Ксения Пономарева: Где-то к вечеру пятницы мы поняли, что что-то неладно. С вечера четверга ни один мобильный телефон не отвечает, он не показывался ни на квартире, ни на даче, ни в офисе, с ним никто не мог связаться. И поэтому Альбина Николаевна написала заявление в милицию с просьбой о розыске Ивана Петровича. Если классифицировать версии, то первая, разумеется, криминальная. Вторая, разумеется, уже озвученная разнообразными политиками и политологами ровно в меру своей испорченности, - пиарная, что Иван Петрович себе такой пиар устроил. Как раз в отношении этой версии у меня больше всего возражений, потому что это не жанр Ивана Петровича. Я Ивана Петровича много лет знаю, он человек правильный и ответственный. Если это был бы там Владимир Вольфович или, к примеру, Борис Абрамович, я бы ни на секунду не удивилась. Ivan Petrovich is not about that. И третья версия, что кто-то зачем-то его куда-то забрал.
Данила Гальперович: Ивана Рыбкина в кампании-2004 воспринимала как ставленника Бориса Березовского и, действительно, те обвинения, которые бросал Кремлю бывший спикер Государственной Думы, весьма походили на критику, которую выражал в отношении российской власти, опальный олигарх.
Иван Рыбкин: Не бойтесь. Мы в своей стране. Не ходите на цыпочках, не вытягивайте перед ними шеи. Потому что испуг, страх – это то, чего они добиваются. С испуганными людьми можно делать что угодно. В Чечне, по официальной только статистике, за время правления Путина погибли 5900 солдат и офицеров федеральной группировки войск. А сколько погибло чеченцев, никто и не считал. А это же граждане России. Такие страшные преступления перед людьми – почему нет открытого, публичного расследования? Почему нет открытых, публичных судов?
Данила Гальперович: Два дня о пропавшем Иване Рыбкине не было слышно почти ни слова, потом появились слухи, потом он сам вернулся в Москву и был безмерно удивлен тем, что его искали.
Иван Рыбкин: И вдруг я слышу, что меня ищут. Я понимаю: ну, что МУР, МУР здесь не причем, Служба общественной безопасности, вернее, охраны общественного порядка не причем, конечно, и РУБОП не причем, потому что он ищет в своей стране.
