The leader of the opposition, Viktor Yanukovych justifies the need for a referendum "with a requirement of more than 15 million citizens of Ukraine to oppose the integration of Ukraine into any military-political organization, in particular NATO."

The coalition factions do not agree to this version of the draft resolution, since they believe that this will make it possible to the opposition to demand a referendum regarding any issues of cooperation between Ukraine and the Alliance.
At the same time, the leaders of the BYuT fractions Ivan Kirilenko and the Bloc Non-SS Vyacheslav Kirilenko said that the coalition deputies would come to Radu on Tuesday, "despite the fact that they could not reach consent." In turn, the leader of the Communists, Peter Simonenko, accuses the coalition of disrupting the work of the parliament, which, according to him, "is not going to consider those painful issues that are now relevant." Among such issues, the opposition, in particular, sees the problem of restrictions on the supply of gas of Ukraine by Gazprom. "It is necessary that government representatives report, what decisions will be made regarding the prevention of a blow to the Ukrainian economy," Yanukovych told reporters.
Recall, on January 18, at a meeting of the Parliament, the Party of Regions faction made a request to withdraw the appeal of the heads of Ukraine to the secretary of NATO Japa de Hoop Cheffera regarding the accession of Ukraine to the Alliance. Because of this issue of the meeting, the Verkhovna Rada had to be closed, and from that time the parliament has not been able to hold a single full meeting. "Letter of the Three" was one of the main reasons for blocking the rostrum.
Starting from January 18, the “regionals“ only a few times ”allowed the parliament to hold plenary meetings. On February 25, deputies agreed to finalize the draft political agreement and resolve the controversial issue regarding NATO. Consultations continued until March 3.
