Nobody was waiting for this: Washington could not recognize his wrong in the Kosovo issue, so it would mean signing the entire Balkan policy of the last fifteen years. In addition, in addition to the truly dangerous and anti -law “Akhtisaari Plan”, which involves the independence of Kosovo, no other was put forward - neither Russia nor Serbia. It is also difficult to give in to the Czech Republic and Poland systems in the Czech Republic and Poland, since these new NATO members insist on their installation. Russia, in turn, is completely no longer abandoning its critical position on both issues, since it does not oblige Moscow to Moscow and attracts any consequences.
The main event of negotiations in Moscow, according to experts, is the clear desire of the American administration to take a step towards Russia. The warming of relations between the two powers is also important for our country, and right now, under the presidency of George Bush, since the future owner of the White House, whoever they became - Republican McCain or Democrats Clinton or Obama - will certainly begin their reign with toughening anti -Russian rhetorics. If there is a certain confusion of positive contacts, then it will not be so simple to bury it.
And such a step was taken. Firstly, Ms. Rice and Mr. Gates openly admitted that Russia has the right to be a concerned construction of a pro in the Czech Republic and Poland. A more specific proposal was made: not to equip installations in Poland with rockets until the presence of Iran of missile weapons becomes a fact, and also to allow Russian specialists to control American systems. Vladimir Putin and Dmitry Medvedev appreciated these gestures of the American side, calling Washington's proposals "serious" and emphasizing that "the dialogue is developing productively." In principle, the contacts of this kind between Russia and the United States in itself are a promotion to more trusting relations, but now you can’t wait much more.
Another less noticeable in Russia, but very visible for the Western community, a step towards reconciliation of the White House with the Russian leadership was the format of the traditional meeting of Ms. Rice with Russian oppositionists. This time, Grigory Yavlinsky was present, the sympathy for which President Putin was recently openly opened, and the single-single democrat Vladimir Ryzhkov, but the invitations were not the most implacable “freedom fighters”-ex-prime minister Mikhail Kasyanov and a representative of unconventional intellectual orientation Harry Kasparov. This has become a clear demonstration that the US authorities are distant from an irreconcilable Russian opposition and is ready to recognize the political realities of our country with those who deserve, if not approval, then, in any case, recognition.
Whether Russia and the United States will be able to continue to say it is difficult to say, it is still difficult to say. Too much shares us, including problems that are very difficult to reach consent. But you can count on the fact that relations between our countries will not deteriorate. Unless, of course, Washington and Moscow do not go into new adventures like the attack of the American army on Iran or the recognition of the independence of Abkhazia and South Ossetia by Russia.

According to the information that appeared in the media, by the fall of this year, law enforcement agencies awaits fundamental reform. The investigating authorities of all law enforcement agencies will be combined into one structure, which will be called the Federal Investigation Service - in fact, the domestic analogue of the American FBI. The press reports that there are two applicants for the post of head of the new department - the head of the Investigative Committee at the prosecutor's office of the Russian Federation Alexander Bastrykin and the head of the Investigative Committee at the Ministry of Internal Affairs Alexei Anichin. Both of them, emphasize the media, are fellow students of Vladimir Putin.
The basis of the new structure, according to a number of printed publications, will be the Investigative Committee of the Ministry of Internal Affairs. His two departments - to investigate organized criminal activity against economic security and to investigate organized criminal activity against public security - will be combined into the Main Investigation Department (GSU), which will be flooded in the FSR along with the Investigative Committee at the prosecutor's office. At the same time, the FSR will become a GSU, and not the UK at the prosecutor's office, a number of experts believes. Of course, the head of the UK, Alexander Bastrykin, actively resists such a development of events. The idea of creating a "Russian FBI" has been in the air for a long time. In the early 90s, it was tried to realize her by the then head of the State Law Department of the President of the Russian Federation Sergey Shakhrai. It did not work out, since our law enforcement agencies all the post -Soviet years successfully confront all attempts to reform themselves, force to work more efficiently, and even more so to be responsible for the results of the work. In 2001, with the idea of creating the FSR, the then deputy head of the presidential administration Dmitry Kozak, but everything fell again, since the General Prosecutor Vladimir Ustinov was categorically opposed in those days.
Law enforcement agencies of Russia, in particular investigative ones, are in a deplorable state. The sentences, the legal awareness of the police, investigators and prosecutors are waiting for years, is at a terribly low level - about corruption and other crimes committed by them, newspapers and Internet sites are simply screaming. The creation of a single investigative body can positively affect the position in this area, but only if it becomes one link in a whole range of measures designed to improve the situation with the safety and protection of citizens from arbitrariness. In particular, a structure is vital, independent of the leadership of the Ministry of Internal Affairs and the Prosecutor General, which is exclusively engaged in the suppression of criminal acts of police officers, traffic cops, investigators and prosecutors.
It remains to hope that the reform of the law enforcement system will nevertheless begin. And this beginning will be the creation of the Russian analogue of the FBI. And then the hands of the supreme power will reach everything else.

Moscow Mayor Yuri Luzhkov not so long ago advocated in introducing the laws on land in the capital, similar to those adopted for the Sochi region. The land legislation there allows you to evict people from houses and deprive them of land if they interfere with the construction of socially important, in particular, Olympic objects. It seems that the construction boom (more precisely, building madness), which covered Moscow, led to the fact that Muscovites began to simply interfere with the authorities and the associated construction companies without interference to implement their ambitious projects.
Last week in the media, there was information that the demolition of quarters adjacent to the Moscow City began in Moscow - copies of the Parisian defense that amazes the imagination with giant towers, prominent from almost anywhere in the capital. Now it includes more than 250 enterprises - defense and machine -building. Joining her (then it was not “Rostekhnology”, but “Rosoboronexport”) of the VSMPO-Avism, the largest titanium manufacturer in the world, alerted many experts: after all, this is a metallurgical asset, and its inclusion in the engineering corporation forced to suspect it in the desire to clean up the non-core but profitable assets. Then Rosoboronexport was attached to AvtoVAZ - a plant, well, not the slightest attitude to high technologies and a defense industry, but profitable: Zhiguli will always be bought in Russia.
Now Rostekhnologii are in the process of absorption of “Aeroflot”, “Airunion” and several more large aircraft carriers - also companies, frankly, are not related to mechanical engineering and technologies. Apparently, with the absorption of these assets, Mr. Chemezov will not have problems.

Chemezov Gosactivists himself turns into a super-mega oligarch, and who can vouch that he will remain obedient to Putin, and will not begin to use his industrial empire for his own purposes? Apparently, Vladimir Putin begins to understand that it is dangerous to create "his" oligarchs, if they were at least three times verified patriots-state.
