
The Federal Tax Service (Federal Tax Service) intends to conduct a more stringent check of citizens' income this year. To this, it is pushed by the actual failure last year of the tax amnesty. The tax authorities will pay special attention to additional sources of income. Meanwhile, experts believe that since the Federal Tax Service has not yet been able to form a full tax dossier for every citizen, she will be forced to limit herself only by selective checks and "intimidation shares", writes "Independent Gazeta" .
Recall that the declaration of income at the place of residence should be submitted by entrepreneurs without the formation of a legal entity, private notaries, housekeepers, tutors, lawyers and all citizens who sold their own property, including securities, as well as those who received income outside Russia. In addition, everyone who received profit from the rental of real estate is required to declare income.
Russians are obliged to report to the Federal Tax Service for the income received last year until May 1, 2008. At the same time, until the end of April, citizens will be able to bring tax returns not only on weekdays, but also on Saturdays - the recently the head of the Federal Tax Service of Mikhail Mokratsov signed such an order. The time of work of tax inspections on Saturday was instructed to establish the heads of regional departments of the service. Thus, tax authorities create the most favorable conditions for citizens obliged to file declarations.
At the same time, the Federal Tax Service plans to increase pressure on the income of taxpayers. At the College of the Federal Tax Service, officials promised to more tightly engage in additional income of citizens - from renting housing, payment for the services of nannies, housekeepers and tutors. In addition, this year, citizens will have to file for gifts for the first time - including from close relatives.
The tax authorities themselves connect the strengthening of control over citizens with the end of the tax amnesty, after which the authorities received the moral right to pursue everyone who did not take advantage of the chance to legalize income illegally received before 2006. By the end of last year, everyone could legalize such income by paying 13% of hidden amounts to the budget and, thus, receiving an acquittal in case of possible claims of the tax authorities. In total, during the amnesty, the Russians paid 3 billion 665.2 million rubles to the budget and legalized revenues for 28.2 billion rubles.
"After the amnesty, we can expect increased control over the income and property of individuals, but the tax authorities cannot organize total control and will act according to some" risk categories " - such as real estate owners, artists, athletes," says Pepelyaev, Vadim Zaripov’s law expert. According to him, the idea of creating an electronic dossier for each payer is gradually being implemented, although it is very far from the impeccable operation of such a database.
