The State Duma on Friday, despite the protests of the Communist Party faction, adopted in the third, final, reading amendments to the Constitutional Law "On the referendum of the Russian Federation." They consolidate the exceptional competence of the state authority of the Russian Federation on some issues submitted to the all -Russian referendum, Interfax reports.

It is stipulated that the Central Electoral Commission of the Russian Federation approves a decision on the idea of ​​a referendum, determining how much it corresponds to the constitution. If the inconsistencies of the Constitution are revealed, then the Supreme Court of the Russian Federation sends a request to the Constitutional Court, and its decision to hold a referendum or refusal to hold it is final.

The parliamentary majority, headed by the Speaker of the State Duma Boris Gryzlov, has repeatedly emphasized the need to put legislative barriers to the use of referenda for political purposes. The leader of the "United Russia" previously told reporters that "there is no need for some political forces, promoting the idea of ​​a referendum, playing destabilizing the political situation."

In protest, the Communist Party left the meeting room of the State Duma. Zhirinovsky: "You may not return"

Representatives of the Communist Party in the State Duma categorically opposed the adoption of amendments to the Law "On the Referendum of the Russian Federation" and at the morning meeting insisted on withdrawing this document from consideration, since, the deputies-communists believe, it violates the constitutional right of citizens to hold a referendum.

However, the parliamentary majority did not agree with this point of view, and only 65 parliamentarians (with the necessary positive decision 226) spoke out of the exclusion of the issue from the agenda. In protest against the position of the majority, the Communist faction left the State Duma meeting room.

Meanwhile, earlier the head of the State Duma Committee on Constitutional Legislation and State Construction, Vladimir Pligin, said that the proposed changes to the Law "On the Referendum of the Russian Federation" were aimed at fulfilling the decision of the Constitutional Court and fully meet international standards.

Vladimir Zhirinovsky, Vice Speaker of the State Duma from the LDPR faction, expressed indignation in connection with the Demarch of the Communist Party of the Communist Party, which left the hall, and demanded that the Communist Party ban on the ban on the Communist Party.

“We have repeatedly demanded that the left extremist organizations in the country,” he said, adding that the Communists not only “always provoke”, but also allow “direct calls for an armed uprising”. "Where is Zyuganov?" - asked Zhirinovsky due to the fact that the leader of the Communist Party was not in the hall.

He suggested that in this case, the Communists acted without the knowledge of the leader - "it is a sabotage group in their faction." “Everywhere where there is a negative in our country, there are traces of the Communist Party everywhere, and Zyuganov is ashamed - he did not come,” the LDPR leader added.

He warned the chairman of the State Duma Boris Gryzlov, who was holding a meeting that the Communists, following the example of their Ukrainian colleagues, will begin to capture the rostrum in the hall and block the work of the parliament.

Zhirinovsky was also supported by the representative of the Fair Russia faction Vera Lekarev, expressing regrets that the parliamentary colleagues "defiantly abandoned work - apparently the arguments had ended." According to her, "this is not a method for politicians of this level - to be offended and leave."

Lekareva remembered similar situations with the ATP faction in the State Duma, which she was a member of the third convocation, and noticed that such actions eventually turned to the detriment of the faction itself. “If you decide to leave the whole faction, let them rest all day,” she suggested.

The leader of the Communist Party of the Communist Party Zyuganov, in turn, said that he was following what was happening in the hall along the inner television. "Ours came and acted correctly, but I will not comment on Zhirinovsky’s statements," he said.
