Of course, this caused an influx of vital investments, however, at the same time, they do not even recall the interests of the final consumer, who is frightened by a multi -stage increase in tariffs as a result of liberization of the country's energy market.

For example, according to the former deputy Minister of Energy of the Russian Federation, Viktor Kudryvy, “the method that Chubais received his 3 billion is very interesting. He sold the fixed assets of energy to an order of magnitude cheaper than real value. It is like for the sake of repairing the apartment to sell the apartment itself, leaving only the toilet. What they did with the energy system, they can be called either morons or suckers.”

One way or another, but until recently, a single energy system of the country was really one of the few unprovable industries with great growth potential remained. And given everything that happened in our country in recent years, it was clear that this could not continue. Chubais, who burst into politics with the idea of ​​"privatization of all country", did exactly what he had to do. And today it leaves the Russian energy, as is usually said in such cases, "with a sense of fulfillment." But the debt to whom?

Some evil languages ​​argue that by and large, the entire grandiose reform of the EEC was reduced to the ritual sale of the Chubais of its official chair for more than 1.5 million rubles. Thus, a portrait of corruption presented by society has a very specific framework for which there is still a lot of things that can only be guessed, although in the same Europe all these orders for us are classified in great detail and entail real punishment measures.

For example, is it possible to consider corruption the fact of many years of combination of the duties of the governor, by definition of a civil servant, with the successful activity of a businessman entering the golden hundred billionaires according to the version of Forbes magazine? Or obtaining one of the largest raw material companies almost all promising deposits without the contest for such cases? Is it possible to consider corruption to leading posts in the largest banks and companies in the country of offspring of high -ranking government officials? Or the actions of the Minister, who, for one day, who agreed with a pile for the allocation of a billion dollars of one of domestic companies from the state budget, although such approvals usually last for months?

The most important problem of the plan proposed is that to deal with corrupt officials is proposed by the most bureaucratic system, just and penetrated corruption. There is no doubt that we will still witness many new high -profile affairs organized according to this plan and the go -ahead of those who will be responsible for this plan. According to observers, the notorious plan is not able to change the main thing - the very environment of the existence of the Russian authorities. While laws that open the widest field for abuse by officials will not be valid, corruption cannot be eradicated. According to the famous publicist Dmitry Bykov, corruption today is the only real form of salvation of the people from the state. Meanwhile, as some observers believe, the most convenient time, from the point of view of PR, was chosen for the resignation of Abramovich. Indeed, in the perception of the Russian layman, the Governor of Chukotka was clearly associated with the "family" and everything that was related to it. Therefore, today, having signed the governor's statement, President Medvedev, as it were, clearly demonstrated his determination to update the vertical of the authorities, the desire to work with the new one, precisely his local team.

In fact, as experts suggest, there is simply a complete coincidence of the desires of the governor and the capabilities of the Kremlin. Abramovich, who had long gravitated his public position, perfectly understood the whole depth of her artificiality. The Chukotka was ruled by a team of managers he hired, and he himself in Anadyr was absent for years, preferring his London residence and deck of his own yacht to the snowy land of the Russian land. He even somehow admitted that the climate on the Chukotka is too dry for him. Of course, Abramovich’s personal money did their job: the incomes of the population increased almost four times, the share of subsidies of the federal center decreased from 75% to 47.2%. Thus, Abramovich’s resignation could be accepted only with a guarantee of preserving the achieved pace of development. There is no doubt that the outgoing governor gave such guarantees. According to the official representative of Abramovich John Mann, "the mission is completed, but this does not mean that he abandons his work there", recalling that the businessman in the region has two charitable foundations.

An affair with Chukotka at Abramovich began in those days when it was fashionable to go into power. A person who is burdened with big money has enough worries more important than the affairs of distant natives.
