The website of the President of Ukraine Viktor Yushchenko posted a decree that introduces a new procedure for the movement of military units of the Black Sea Fleet of the Russian Federation outside their places of deployment on the territory of Ukraine.

In accordance with it, the command of the Black Sea Fleet of the Russian Federation must request permission to move from the Ministry of Defense of Ukraine ten working days before the start of such movements.

After that, the Ministry of Defense sends a copy of the request to the "competent authorities" - the Ministry of Foreign Affairs, the Security Service, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Administration of the State Border Guard Service of Ukraine, the State Customs Service of Ukraine.

The Ministry of Defense, within seven working days, informs about the granting of a permit or the refusal to grant it, if at least one of the competent authorities of Ukraine has not agreed on such a permit.

Competent authorities have the right, within the framework of their powers, to exercise control and conduct verification of movements related to the activities of military formations outside their places of deployment on the territory of Ukraine.

This text was supposed to be adopted this morning as a government decree, but the meeting of the Cabinet of Ministers was canceled because Yulia Tymoshenko fell ill.
