GOVERNMENT REGULATION FAS demands revaluation of Tambov lands The commission of the Tambov department of the Federal Antimonopoly Service (FAS) ordered the regional administration to cancel the approval of the results of the state cadastral valuation of lands by November 20. According to antimonopoly experts, the authorities, by the corresponding resolution of November 30, 2007, violated the law on the protection of competition. The document prescribes an increase in the cadastral value of land from January 1, 2009 by 140-3000% (for example, under residential high-rise buildings in Tambov - from 592 rubles per 1 sq. m to 3 thousand) depending on their functional use. The FAS department opened a case based on the resolution in early July at the request of the regional association of industrialists and entrepreneurs, which considered that the legal act violated the procedure for conducting cadastral valuation of land and the conditions of competition, and, accordingly, infringed on the interests of business entities. As the department concluded, the cadastral value of land plots established by the authorities is virtually the same within the same type of permitted use and does not depend on the cost factors of a specific land plot, contrary to the requirements of the law. “Such an assessment puts economic entities that own or use plots of land with different characteristics and different market values in an unequal position. For example, in the center of Tambov and on the outskirts, with developed transport and engineering infrastructure or in their absence,” the FAS department clarified. Interfax Center

INFRASTRUCTURE The house-building plant will supply water OJSC "House-Building Plant" (DSK), the largest Voronezh developer, reported that it won the city administration's tender, held on September 19, for the completion of water supply and boosting station No. 4 (VPS-4), supplying drinking water to the central part of Voronezh ( Central, Leninsky and part of the Kominternovsky district). The second stage of VPS-4 is located on an alluvial island with an area of about 40 hectares in the northern part of the reservoir. The project, developed by the state enterprise Voronezhgeology, provides for the construction of water pipelines, treatment facilities, communications and an increase in the station’s capacity to 67.5 thousand cubic meters of water per day (currently about 20 thousand). Completion of work is scheduled for December 2011. The contract value is 930 million rubles. Construction will be carried out at the expense of federal, regional and city budgets. “The implementation of the project will ensure uninterrupted water supply to the population during the daytime,” the DSK stated. ROBBERY A former banker was tortured to death. In Morshansk (Tambov region), the former head of the local branch of Sberbank of Russia, Boris Moshechkov, was killed during a robbery. Boris Moshechkov was a famous person in the city. He was a member of the board of directors of OJSC Reinforced Concrete Products Plant No. 3.
