"United Russia" begins to write a new version of the program, which will be adopted at the party congress in November. Changes have become necessary in the context of a new reality - a financial crisis, which did not bypass Russia. On Wednesday, the clubs of United Russia and the experts invited by them begin the preparation of the document. Especially for this, a dacha is rented in the silver borus, where for two weeks the United Russia intends to conduct brainstorming, Kommersant writes.

As notes the publication that the program of United Russia will be adjusted, the chairman of the party’s highest council Boris Gryzlov said back in September. According to him, the Putin’s plan of United Russia is a worthy future of the Great Country on the eve of the federal elections to the State Duma and the president (October 1, 2007) and fulfilled its task. The United Russia brought to the agenda of the Congress about the adjustment of their program in accordance with the country's development strategy until 2020.

Review the agenda of the November party congress forced United Russia an aggravated financial and economic crisis. It was expected that the congress will become a triumph of party victories in the matter of improving the quality of life of Russians. The apotheosis of the X Congress was to be a presentation of the final edition of the Strategy-2020. It was expected that the party leader Vladimir Putin will make a program speech about the country's socio-economic development for decades ahead. However, the crisis intervened in these plans.

However, experts predict that by the date of the congress, on November 20, negative phenomena have fully reached regions. This will inevitably lead to a stop of individual industries, the closure of enterprises, mass layouts, reducing wages, reducing the assortment of cheap products in stores. In such conditions, to speak with a high rostrum of the congress about the grandiose plans of the party in the period until 2020 will be absolutely counterproductive.

According to one of the participants in the Silver Bor, the State Duma deputy Andrei Isaev, at the Congress, United Russia will explain to voters why United Russia is not going to abandon the 2020 strategy even in the context of the financial crisis.

“We were preparing for this crisis, we simply did not encourage panic moods. When we talked about the harmfulness of the unipolar world, it was a question of not only political ambitions. There was an understanding that the world built on one inflated economy should collapse. We have anti-crisis developments, and the 2020 strategy would not lose its relevance,” Isaev says. Voters are assuring that Russia will be one of the countries that will most painlessly come out of this global crisis.

"The party will offer decisions that are necessary in order to connect the realities taking place in the world with the implementation of the 2020 strategy," said another organizer of the preparation of the new program, the head of the Duma public relations department Yuri Shuvalov. According to him, at present, the development of a package of measures to combat the consequences of the financial crisis, which will be voiced at the congress, and the formulation of proposals aimed at building a new system of financial relations in the country are engaged in expert institutions of United Russia.

“In parallel, United Russia is directly involved in the development of measures taken by the government. And the work that is being carried out must create the necessary conditions in order to straighten the socio -economic situation in the regions,” said Shuvalov.

The political part of the program will undergo more point adjustment. A new term will be introduced - “social conservatism” (as United Russia explains, “social conservatism” includes the concept of “sovereign democracy” that is still considered programmatic). The program will record that the "social conservatism" of the "United Russia", unlike English conservatism, is not based on aristocracy, but on philistines and peasants - the middle class. According to Shuvalov, the identity of the worldview is a timeless thing that allows you to preserve itself during any crises.

In addition, the political part of the program will record the already completed phenomena: an intra -party discussion, a four -party parliament. They will recall the main message of the Duma campaign of 2007, during which United Russia called on citizens to prevent the return to the "dashing 90s". “We are worried that liberal reformers do not come to the situation in the economy under the auspices of the experience of previous years,” Shuvalov explains.

At the end of the work, the United Russia is going to publicly discuss their achievements at the center of socio-conservative policy, the club "November 4", the state-patriotic club. After that, the program options will be transferred to the guidelines of the party. The new edition of the program will be adopted at the Congress of United Russia on November 20.
