Igor Sechin may leave Oleg Mitvol at Rosprirodnadzor
Deputy Prime Minister Igor Sechin, as it became known yesterday, demanded that two deputy heads of Rosprirodnadzor, Alexey Akulov and Vladimir Smolin, be punished for “failure to fulfill his instructions.” According to RIA Novosti, he reported this in a letter to the Minister of Natural Resources Yuri Trutnev and the head of the service Vladimir Kirillov. This requirement came at the right time: according to a government decree, the number of deputy heads of Rosprirodnadzor should be reduced from four to three. Moreover , it was assumed that the most famous official of the department, Oleg Mitvol, would lose his post . However, if measures are nevertheless taken against his colleagues, then Mr. Mitvol will still have a chance to retain his position.
Vremya Novostei was unable to obtain official confirmation of the existence of the letter from either the sender - the White House staff, or the recipient - the Ministry of Natural Resources and Rosprirodnadzor. Nevertheless, Deputy Prime Minister Igor Sechin already expressed his complaints against the environmental department in early September. Then he sent an official letter to Rosprirodnadzor, in which he drew the attention of Vladimir Kirillov to “the inadmissibility of failure to fulfill the instructions of the Deputy Chairman of the Government of the Russian Federation.” And Mr. Sechin instructed to provide him with information about the activities of Rosprirodnadzor, which, apparently, he never received. In any case, among his claims in the special certificate attached to the letter were the following: “Rosprirodnadzor” “ignored the requirements for the form of the report and its content”, “the established form of the table was not followed”, “analysis of the submitted materials indicates improper execution of the instructions, provision of incomplete information, while even an incomplete amount of information allows us to draw a conclusion about low executive discipline, as well as failure to properly fulfill the powers assigned to Rosprirodnadzor.” Mr. Sechin demanded that Mr. Kirillov take action before September 20 and punish those responsible. Apparently, the head of the environmental department did not comply with the instructions of the Deputy Prime Minister. Moreover, according to unofficial information, after September 20, Igor Sechin called Rosprirodnadzor to account several more times.
“I request, before November 25, 2008, to submit copies of documents on bringing to justice, corresponding to the gravity of the offense committed (failure to fulfill the instructions of the Deputy Prime Minister of the Russian Federation), deputy head of Rosprirodnadzor A.I. Akulov and V.V. Smolin,” says another letter sent by Igor Sechin to Rosprirodnadzor. Moreover, the document notes that the orders of the Deputy Prime Minister were not carried out systematically, and employees of the environmental department are also accused of “failure to provide (conceal) information and documents.”
Despite the fact that formally Vladimir Kirillov has two more deputies - Ivan Klemenkov and Oleg Mitvol, Mr. Sechin does not make any claims against them. But, as usual, Mr. Mitvol has complaints. According to an August government decree, the number of deputy heads of the service was to be reduced to three. High-ranking sources of Vremya Novostey had no doubt that it was Oleg Mitvol who would lose his post, who entered into an open conflict with Vladimir Kirillov from the moment he was appointed head of Rosprirodnadzor. However, in such a situation, a qualification exam must be held to determine the excess deputy. Oleg Mitvol was fired at the end of August, and the corresponding order was signed by Deputy Minister of Natural Resources Semyon Levi during the absence of Yuri Trutnev. Mr. Mitvol then stated that such a decision was illegal and that he would continue his work in the environmental department. True, after some time he decided to also engage in political activities and joined the Yabloko party, even managing to attend several events as part of its leadership.
And just the other day, Mr. Mitvol sent an application to the Presnensky District Court of Moscow demanding a qualification exam. If Mr. Sechin’s demands for “bringing to responsibility commensurate with the gravity of the offense committed” Alexey Akulov and Vladimir Smolin are fulfilled, then this will threaten them with at least severe reprimands. According to Mr. Mitvol, there are no claims in his personal file in connection with official compliance. Thus, he has every chance of retaining his position as deputy head of Rosprirodnadzor.
At the same time, Mr. Trutnev did not interfere in it throughout the conflict between his subordinates. “This conflict will somehow end soon. I hope they will find the strength to get out of it, and if they don’t, I will make some decision,” the minister said at the end of August.
According to the regulations on the Federal Service for Supervision of Natural Resources, Rosprirodnadzor is under the jurisdiction of the Ministry of Natural Resources. His responsibilities include control and supervision in the field of protection, use and reproduction of wildlife and their habitats (except for hunting and fishing), in the field of organization and functioning of specially protected natural areas of federal significance, geological study, rational use and protection of subsoil. , over the condition, use, protection, protection of the forest fund and forest reproduction, over the use and protection of water bodies, over compliance with the legislation of the Russian Federation and international norms and standards in the field of the marine environment and natural resources of internal sea waters, the territorial sea and in the exclusive economic zone , for the rational use of mineral and living resources on the continental shelf, for the safety of hydraulic structures (compliance with safety standards and regulations), except for hydraulic structures of industry, energy and shipping hydraulic structures, state land control within its competence in relation to lands of the water fund, forest fund , forest lands not included in the forest fund, and specially protected natural areas. The largest (in terms of financial scale) achievement of Rosprirodnadzor was the claims against the Sakhalin-2 project, as a result of which Gazprom entered the project and became its controlling shareholder, paying foreign participants $7.45 billion.
