On the cancellation of the resolution of the Politburo of the Central Committee on awarding Comrade N.A. Bulganin the military rank of Marshal of the Soviet Union

Strictly confidential.

The CPSU Central Committee believes that the awarding of the title of Marshal of the Soviet Union to Comrade N.A. Bulganin in 1947 was unfounded. Only shortly before this, over the course of three years, Comrade Bulganin was successively awarded the military ranks of lieutenant general, colonel general and then army general.

Nevertheless, two and a half years after the end of the Great Patriotic War, without any reason, Comrade Bulganin was again awarded the high military rank of Marshal of the Soviet Union, allegedly for outstanding services to the Armed Forces of the USSR during the Patriotic War and in the post-war period, which does not correspond to reality.

Taking into account the above, the CPSU Central Committee decides:

1. Cancel the resolution of the Politburo of the Central Committee of November 3, 1947 on awarding Comrade N.A. Bulganin the military rank of Marshal of the Soviet Union, retaining the military rank of Colonel General for Comrade Bulganin.

2. To approve the draft Decree of the Presidium of the Supreme Soviet of the USSR on the abolition of the Decree of the Presidium of the Supreme Soviet of the USSR of November 3, 1947 on awarding Comrade N.A. Bulganin the military rank of Marshal of the Soviet Union.

The decree should not be published in the press.

Having recognized the goodness of the Imperial Tsarskoe Selo Lyceum, which was temporarily in the military department, to continue to be included in the general structure of civilian educational institutions, I command: 1) To classify this Lyceum among the institutions under My personal supervision, according to the IV Department of My Own Chancellery. 2) The main responsibility for this should be entrusted to Prince Peter of Oldenburg. 3) This higher school should be renamed the Imperial Alexander Lyceum and moved from Tsarskoe Selo to St. Petersburg, to the building now occupied by the Alexandrinsky Orphanage; the building, which was occupied by the Lyceum in Tsarskoe Selo, should be returned to the palace department.

a) Instruct the Presidium of the All-Russian Central Executive Committee to commute the sentences of 13 people convicted in the case of Glavmortekhkhozupra (theft on an especially large scale - “Power” ), sentenced to capital punishment, replacing execution with ten years of imprisonment.

b) Amnesty in the future can only be applied by a special reasoned resolution of the All-Russian Central Executive Committee.

c) Instruct the commission consisting of vol. Dzerzhinsky, Krylenko, Kuibyshev and Kalinin, within a month, reconsider our punitive policy, in particular the issue of using execution as capital punishment. The convening of the commission is up to Comrade Kuibyshev.
