
The economic crisis influenced the implementation of the main provisions of the Presidential Message to the Federal Assembly. According to experts, the crisis turned out to be much deeper than expected at the beginning, in addition, its consequences began to affect earlier. The administration of Medvedev said that the introduction of the entire package of laws to the State Duma is a matter of several days, a maximum of two weeks.
However, although three weeks have passed after the announcement of the message, not a single bill from the so -called democratic list of Medvedev in the Duma has never appeared. Against the background of the crisis, the solution of political problems does not look relevant, writes Independent Gazeta .
Recall that Medvedev in the message proposed reforming the Federation Council and strengthen the role in the state administration of political parties, including small ones. The president also proposed measures to strengthen federalism, as well as strengthening the transparency and liability of the judiciary.
On November 12, the second reading of the law "On ensuring access to information on the activities of courts in the Russian Federation", introduced by the Supreme Court in the summer of 2006, was planned, but this did not happen. According to the deputies, the problem is the difficulties of formulating articles and in obtaining consent to these wordings from all participants in the legislative process. Perhaps the second reading will take place in December.
The deputies postponed the list of a mixed system approved in the first reading of the bill in local elections, when at least half of the places should have been played on party lists.
Despite the fact that the theses of the message are very specific, and they could easily be turned into legislative norms, this does not happen, the newspaper writes. According to the deputies themselves, the reason was the change of priorities among the authorities, now all the attention is aimed at eliminating the catastrophic consequences of the economic crisis in Russia.
The presidential administration is now discussing only small amendments to the existing state of affairs, for example, a decrease in the number of signatures for registration of parties in the elections from the current 200 to 150 thousand.
However, there is another opinion: for example, one of the deputies from United Russia told the newspaper that the crisis had nothing to do with it, just two different groups of people work on political bills and anti -crisis measures and it is difficult for them to coordinate everything with each other.
Meanwhile, most of Russians support the main provisions of the message. Thus, according to the VTsIOM survey, 72% of citizens approve of the proposal to strengthen the control functions of the State Duma, obliging the government to report to the deputies annually.
68% of respondents support the legislative support of guarantees of the media coverage of the work of parties included in the State Duma. 62% spoke in to receive local councils of the right to remove mayors from office, 61% - for the right of State Duma to involve representatives of non -governmental organizations, public fees for discussion.
48% of Russians approve of the president’s proposal to receive parties from 5 to 7% of votes in the elections, one or two deputy mandates in the State Duma. Another 48% do not object to the change of party leaders on a regular basis.
The most negative of all, the Russians perceived the idea of reducing the number of signatures collected by parties to participate in the elections to the State Duma - 30% of respondents spoke out against. Against the appointment of governors from among the candidates proposed by the party won in the region elections, 29%spoke. They do not support the idea of reducing the minimum number of party members required for its registration, 28%.
