
The appointment of Nikita Belykh Governor is the first case in recent years, when the authorities are recruiting the opposition leader to its ranks. President Medvedev submitted the candidacy of the former leader of the ATP to the post of Kirov Governor on December 8, a few days before the constituent congress of the Democratic Movement "Solidarity", one of the founders of which was white. This was preceded by long negotiations, which began simultaneously with negotiations on the surrender of ATP to the Kremlin.
Armchair in exchange for a party

Thus, Belykh escaped a complex dilemma: he, as it were, could no longer vote against the presidential project, but to support amendments to the Constitution, which he had previously spoke out, would mean losing his face.

In the Soviet years, Kirov was known for a huge number of camps and refrigerators Vyatka. After meeting with President Nikita Belykh, he told reporters that he was not going to join United Russia. The governor’s loyalty to the federal government, according to him, should not be expressed in the presence of a party card. In the Kirov region, the party’s position is not the most powerful: in the latest elections to the United Russia Legislative Assembly, only 28.5% of the vote gained (15% were taken by the Communists and Liberal Democrats of Vladimir Zhirinovsky, a party of pensioners and the Agrarian Party that had already ceased to exist in the regional parliament). Now both the local “United Russia” and the new governor were in a rather piquant situation: on the one hand, after the go -ahead from the Kremlin, the deputies from ER Nikita Belykh supported, on the other hand, the former leader leader understands that in the next election he will have to ensure a convincing victory of United Russia. But there is one more point: if Nikita Belykh decides to become the sovereign master of the Kirov region, then he will have to join the most influential person of the region - State Duma deputy Oleg Valenchuk, who controls, according to The New Times, the lion's part of the local business. Valenchuk was elected from the Kirov region and represents the party “United Russia” in the State Duma, as it is easy to guess.
