Assistant to the President of Economic Policy Arkady Dvorkovich states that next year a budget deficit may occur. "The deficit next year is quite likely and will be compensated at the expense of the reserve fund accumulated in recent years," he said at the end of the meeting of the Council for the implementation of national projects.
Next year, it is supposed to additionally subsidize interest rates on loans in agriculture and will additionally be subsidized by the state to buy housing in the market, Interfax reports.
The list of companies that need support from the state expanded to 20 enterprises. These are enterprises operating in the field of agriculture, the list is proposed by the Ministry of Agriculture.
"The list is now in the final refinement, although it will be open," said Dvorkovich. As the president’s assistant emphasized, the approved list "will not mean that this list is closed for new enterprises."
In addition, the list “does not mean the obligation to support these companies at all costs, but means the need to monitor these companies over the next months and, if necessary, measures to improve the situation, since they are socially significant.”
"These funds, like 200 billion rubles for AIZHK, will be added during the budget adjustment based on the new macroeconomic forecast presented by the Ministry of Economic Development," said Dvorkovich, indicating the deadlines: the beginning of the next year.
“Nobody plans to reduce reductions. We are in contact with all the regions,” Dvorkovich promised, answering the question of whether the government plans to reduce salaries to state employees.
“The increase in the federal wage fund will be 30%, as planned, and the regions - if possible, but no one plans to reduce,” said RIA Novosti Dvorkovich.
According to the presidential assistant, almost all regions intend to increase salaries to state employees, "although a little less than previously planned."
The presidential assistant also promised that "in 2009, all national projects would be fully funded. He added that" for 2010-2012, the amount of financing will be specified in the near future, and decisions will be adopted at the next Council for National Projects and Demographic Policy. "
Despite financial difficulties, the vast majority of regions and companies confirmed their co -financing of the “affordable housing” national project, and difficulties are not expected in any of the projects, the presidential assistant is sure.
“Nevertheless,” he said. “It will not be possible to fully compensate for the decline in private demand in the housing sector.”
"The level of housing construction in Russia has significantly decreased, but will not fall to the indicators that were before the implementation of the national project" Affordable housing - Russian citizens. Therefore, we are taking stabilization measures, ”he added.
