SCP can get special forces

The Investigative Committee under the Russian Prosecutor's Office made the initiative to equip its own security units with combat small arms - machine guns and under -barrel grenade launchers, Vedomosti reports. This proposal was submitted to the government. In the case of a positive decision, the UPP will turn into a state paramilitary organization and receive its own special forces.

In the list of weapons for employees of their own security units, which the government claims, pistols and revolvers are now listed. Having only such weapons, it is considered in the committee, it is difficult to provide physical protection of prosecutors and investigators in the North Caucasus.

According to the law on state protection of judges, law enforcement and regulatory officials, the security of investigators must ensure special forces of the Ministry of Internal Affairs or the FSB. But such assistance is distinguished when a clear threat arises, and often "by the residual principle": if the forces and means are not involved anywhere else, the source in the UPP says. And in the republics of the North Caucasus, investigators need protection even during routine investigative actions.

In the UK, it is noted that in the regions of the North Caucasus, "hunting for law enforcement officials" is actually open. Only in Ingushetia did seven cases of encroachment on the life of investigators occur. So, in the first half of December, the car of the chief investigator of the city of Karabulak was undermined.

To protect investigators, a special unit can be formed in managing their own security number of 300-350 people with a base in one of the regions of the Southern Federal District, a source in the committee says.

This year, the chairman of the UPC, Alexander Bastrykin, already twice addressed Vladimir Putin - in the spring as the President, and in the summer as the Prime Minister - with a request to include SCP among state militarized organizations.

Initially, the initiative of the UPP caused objections of the Ministry of Internal Affairs, the FSB and the Ministry of Defense. Then the Committee proposed to arm his own security units with machine guns, grenade launches, sniper rifles - but this list was considered too wide. Now it was possible to coordinate the positions: the UKP revised the list, and in the Ministry of Internal Affairs, the FSB and the Ministry of Defense removed the objections that they had, the publication said.

At the same time, the Prosecutor General’s Office opposes the armament of the UK. Its representatives believe that the task of investigative bodies is the investigation and disclosure of crimes, and not the implementation of combat missions. “The problems in the southern republics are not yet a reason to arm the entire Investigative Committee,” one of the prosecutors said. “The main weapon of the investigator is a fountain pen.”
