The former press secretary of the President of the Republic of Tatarstan Ikou Murtazin, who posted on the Internet false information about the death of Mintimer Shaimiev, was an official charge of slander and enjoying hostility, Komsomolskaya Pravda reports.
"Ireku Murtazin was charged with slander, violation of the inviolability of the private life of the President of the Republic of Tatarstan, as well as in arousing hatred and enmity between people on the grounds of belonging to any social group committed publicly and using the media, with the threat of violence," said Eduard Abdullin, senior assistant to the head of the Investigative Committee of the Investigative Committee for Tatarstan.
On December 19, the second criminal case was opened against Murtazin. He is accused under Article 282 of the Criminal Code (“The excitement of hatred or enmity, as well as the humiliation of human dignity, that is, actions aimed at initiating hatred and enmity on the grounds of belonging to any social group, committed publicly and using the media, with the threat of violence”). The first criminal case was instituted against Murtazin for slander.
The investigation conducted a judicial psychological-linguistic examination of the texts of Murtazin, placed both in his blog and in print periods. In addition, the text of the book of Mintimer Shaimiev: The Last President of Tatarstan was subjected to the study.
The examination came to the conclusion that the presented texts contain statements aimed at "the excitement of hatred and enmity between people on the basis of attitude to social belonging." In addition, they discovered signs of inciting social growth associated with the threat of violence.
On December 26, it was reported that Murtazin is going to participate in the elections of deputies of the State Council of the Republic, which will be held on March 1. "I notified the election commission of my intention to participate in the elections. Until January 14, it is necessary to collect about 600 signatures or make an electoral deposit of 150 thousand rubles. I have almost all signatures," Murtazin said.
The Murtazin case is not the first time of the persecution of Russian bloggers under the 282nd article of the Criminal Code. In July of this year, the Syktyvkar blogger Savva Terentyev was sentenced to one year conditionally on charges under Part 1 of Article 282 for inciting social growth across the Internet. The case was instituted after Terentyv on the blog called for burning "incorrect cops" in furnaces on the squares of Russian cities.
