Prefect of the Northern Administrative District of Moscow fired
The capital's mayor's office, apparently, is expecting another rotation of personnel. Recently, by a decree of Mayor Yuri Luzhkov, former top manager of RAO UES of Russia Yuri Khardikov was relieved of his post as prefect of the Northern Administrative District. As Interfax reports, citing the mayor's press secretary Sergei Tsoi, the reason for the dismissal was “system errors” in the work of the prefect. “Yuri Khardikov failed to do his job,” the news agency quotes Mr. Tsoi.
In particular, in October last year, the head of the Northern Administrative District was reprimanded by the mayor in connection with the failure to implement the capital repair program in the district. The work of the administration of the Northern District headed by Mr. Khardikov in reconstructing the housing stock was also criticized by the head of the city’s housing and communal services complex, Pyotr Biryukov. “I rate the work in the Northern District as the most unsatisfactory. There is no such situation in any district. We are being deceived that the heat is on. We begin to look - yes, there is heat in the house, but the heating is not turned on along the risers. The schedules are all broken, there is no interaction with contractors. There is no system for working with applicants, there is no hotline,” Mr. Biryukov, the prefect of the Northern Administrative District, personally complained about the negligence during an inspection of the housing stock at the beginning of the heating season.
It is noteworthy that it was Mr. Biryukov who was replaced by Yuri Khardikov as prefect in the summer of 2007. Prior to this, Mr. Khardikov served in the Ministry of Internal Affairs and was involved in solving regional industry problems, developing business projects for housing and communal services, economics and finance at RAO UES. According to the leader of the Yabloko - United Democrats faction, he was the only prefect who came to the city administration directly from business and who did not have an administrative career. The capital's mayor's office does not specify whether Mr. Khardikov will be able to continue his civil service in another capacity. He is officially due to leave his post on February 16, and now the prefect is on vacation. The duties of the head of the district are temporarily performed by deputy prefect Fazil Izmailov.
