The State Duma finally canceled the electoral deposit

The State Duma adopted in the third, final reading a law that cancel the electoral pledge to participate in the elections. Amendments are made to Russian legislation, in particular, the law "On Basic Guarantees of Electoral Rights and the Right to Participate in the Referendum of Citizens of the Russian Federation" and the Law "On the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation," RBC reports.

The Institute of Electoral Pledge is excluded as a form of ensuring the nomination of lists of candidates for the elections of deputies to the State Duma. According to the authors, this will serve to ensure equal capabilities of parties to participate in the elections, including those who do not have the relevant financial capabilities, small parties, and new parties.

As noted in the explanatory note, the adoption of this law will increase the expenses of the parties to pre -election campaigning. According to the authors, the collection of signatures forces the party to intensify the propaganda of their views at the very early stage of the election campaign. This will positively affect the political enlightenment of voters and, therefore, on the results of voting.

This law applies in addition to the elections to the State Duma and the elections of all other levels. In case of adoption, the law comes into force after 30 days from the date of its official publication. Moreover, the provisions of the law do not apply to the legal relations that arose or arise in connection with the elections appointed before the day of entry into force of new norms.
