As RIA Novosti reports, said Chechen President Ramzan Kadyrov. "I signed a decree due to the fact that alcohol contributes to the growth of crime and immorality in society," Kadyrov said. In the month of Ramadan, a month for Muslims, as well as on the days of conversation, the sale will be completely prohibited.

According to the prosecutor of the republic, Mikhail Savchin, the decree of Kadyrov does not contradict Russian law. "According to federal laws, the subject of the Federation has the right to establish restrictions on the time of sale of alcoholic products with the content of ethyl alcohol more than 15 percent. The presidential decree does not contradict the law, but all the disadvantages that may occur with a limited implementation of alcohol," Savchin said.

According to the prosecutor, the consequences related to citizens' appeals to the courts are possible, since the decree can be regarded as the establishment of restrictions for entrepreneurial activity, the outflow of funds in neighboring regions, where the introduced restrictions do not apply, and the growth of illegal sales is also not excluded.

Kadyrov, in turn, stated that when signing the decree, the leadership tried to weigh all the pros and cons that would bring the company to the adoption of this document. "I am sure that there are many more pluses than the minuses. I, before making a decision, found out the opinion of the population, clergy, there was no person who did not support this initiative," Kadyrov said.
