Let me remind you that the Office of the FMS for Primorye accused I. Silberstein of violating the rules of entry into the Russian Federation and the regime of stay in the country, in particular, "in the non -compliance of the declared purpose of entering Russia actually carried out during the period of stay in the country." That is, in the fact that he received a visa for the implementation of "cultural ties", but actually worked as a rabbi.

The Jewish community of Russia believes that this precedent continues a dangerous trend in the regions. The case with the main rabbi of the Primorsky Territory, and before that with the main rabbi Rostov-on-Don E. Kaplun , who was also expelled from the Russian Federation in 2003, and then with the main rabbi of the same city of H. Friedman, makes us think that, perhaps, we are dealing with a certain negative practice. Those decisions were also made at the request of the Migration Service of the Central Internal Affairs Directorate of the Rostov Region due to the non-compliance with the rabbis of the "Rules of stay in Russia."

A similar trend seems to be very dangerous. They practically deliberately refuse to enter and stay in Russia to spiritual figures from abroad, obstructing them in the issuance of working visas, using the regional branches of the Federal Migration Service, administrative and judicial authorities in the field. It is possible that anti -Semitism in the Russian regions may be based on these actions. Indeed, a few months earlier at the rabbi I. Silrshtein was a completely attack (November 10, 2008). Then the Jewish community regarded him as an ordinary crime. However, in the light of today's events, this fact is already much more alert. The trends we are talking about can significantly redraw the interfaith map of Russia and extremely complicate the spiritual work of the Jewish community aimed at the good of the country and its citizens.

The problem of the presence in Russia of a large number of foreign clergy has existed for a long time and is caused by the specifics of our common history. The Soviet government practically completely destroyed any manifestations of a Jewish religious life, and Jewry in Russia was deprived of the opportunity to receive a religious education and, accordingly, prepare rabbis from among the country's citizens.

Unfortunately, the time since the fall of the Soviet regime turned out to be completely insufficient to prepare a new generation of clergy of the Jewish religion from among Russian citizens, and this despite the fact that the Jewish community made all conceivable efforts to train new personnel. Therefore, the Jewish community of Russia has to resort to the invitation of rabbis from abroad. Today, only rabbis from other countries can be the only worthy personnel in their educational level.

We hope that the federal authorities will pay attention to the opinion of the Jewish community in this matter, ”Feor said in a statement.

Recall that on the eve of the commission on interethnic relations and freedom of conscience of the Public Chamber of Russia expressed concern in connection with the expulsion of Isroel Zilrstein from the country.

“We believe that representatives of state power could have a great understanding of the needs of believers in our country, in particular, the performance of rabbinal duties may well be considered as cultural activities, the implementation of cultural ties,” said Konstantin Romodanovsky, chairman of the commission of the FMS of Russia, the chairman of the commission of the FMS of Russia.

Svanidze asked the head of the FMS to "contribute to the positive solution of the issue" about the stay of the chief rabbi of the Primorsky Territory "with his Russian community."
