Khambieva was personally presented by the President of Chechnya Ramzan Kadyrov at a meeting with the residents of the highland village Bena Nozha-Yurt district. The appointment order was signed by the Minister of Health of Chechnya Shahid Akhmadov.
"Umar Khambiev is a high -class specialist, conducted several thousand complex operations for his medical practice. I hope that our young specialists will go through his experience and talent," the Chechen president said. Until recently, Umar Khambiev worked in a local hospital with a simple surgeon.

The Khambiev brothers are immigrants from one with Ramzan Kadyrov Tip - Ben. Revenge-teip relations in today's Chechnya, as well as in previous times, play a rather serious role.
Umar Khambiev at one time graduated from the Makhachkala Medical Institute. He became the Minister of Health of Chechnya in 1997, after Aslan Maskhadov was elected President Ichkeria. After the start of the second military campaign in the Chechen Republic, Khambiev, along with his subordinates, worked in Grozny, while personally operated on the wounded people: both militants and civilians.
In the winter of 2000, Umar Khambiev, along with a group of his colleagues, emerging from the Grozny captured by the federal troops, was detained and kept in Chernokozovo for some time. According to some reports, he was released from a conclusion only thanks to the intervention of the famous Moscow businessman Malik Saydullaev, who, incidentally, also belongs to Tap Bena. After the release from Chernokozovo, Khambiev went abroad.
In February 2004, Maskhadov appointed Umar Khambiev as his general representative in Europe. In February 2005, a month before his death, Maskhadov appointed him the head of the delegation "for contacts with the Russian side." After the death of the Ichkeria President, Khambiev actually moved away from political life. In March 2007, he asked for political asylum in Italy, but he was refused.
Among the former separatists who were already returning to Chechnya, the representative of Dokka Umarov in Europe, Bukhari Barayev, the famous Chechen bard Timur Mutsuraev, who was called the "singer of Jihad". On March 3, the head of Chechnya proposed returning to the republic of ex-emissar of separatists Ahmed Zakaeva. The latter declared his desire to "contribute to the long -term world in the region", being in Chechnya.
According to some reports, the Chechen leadership is now negotiating the return of the former speaker of the parliament of Ichkeria Akhada Yidigov (he headed the Chechen parliament during the reign of Johar Dudaev and was a member of the parliament of Chry, elected in 1997 under Aslan Maskhadov).
