
Russian President Dmitry Medvedev conducted serious permutations in the Far East. He removed Viktor Ishaev from the post of governor of the Khabarovsk Territory and appointed him to his envoy to the Far Eastern Federal District (Far Eastern Federal District) instead of Victor Safonov, who was dismissed "in connection with the transition to another job."

The acting Khabarovsk Governor Medvedev was appointed Vyacheslav Shport, who, in February 2009, by order of Ishaev, occupied the post of Minister of Industry, Trastandport and Communications of the Khabarovsk Territory. At the same time, the President introduced the candidacy of ShPAT for consideration by the legislative Duma of the Khabarovsk Territory to endow it with the powers of the governor.
A lot has recently been mentioned about a serious rotation of the governor corps. In February, President Medvedev in the Vesti Week program, speaking of the work of regional leaders in combating a crisis, said that the central authority was not going to turn a blind eye to "for mediocrity, slack, sloppiness in the activities of certain chiefs." The day after that, four leaders of the constituent entities of the Federation were resigned at once.
Ishaev did not fit the signs listed by Medvedev, he has always been considered a well -being from the time of Boris Yeltsin. Nevertheless, in the last “Rating of the political survival of the governors”, which is the International Institute of Political Expertise and the St. Petersburg Politics Foundation, its assessment was reduced to the “three”. In February, Ishaev had a conflict with the federal branch of United Russia, and just the other day the governor received an idea of the regional prosecutor's office in connection with the inappropriate spending of budget funds.
Perhaps the resignation of Ishaev and his new appointment were agreed: on April 13, he met with Dmitry Medvedev and, among other things, discussed preparations for the Russia-Es summit, which is planned to be held in Khabarovsk in the second half of May. Now Ishaev will have to control the preparation for the APEC summit in Vladivostok.
A separate intrigue in these rearrangements is not so much the resignation of Governor Ishaev, which can be dictated, among other things, Medvedev’s desire to get rid of the old governors (as in the case of Yegor Kostyanov) as the dismissal of Safonov’s plenipotentiary. It seems that he lost in confrontation with the Primorsky Governor Darkin, who from the very beginning presented the main problem for the “decriminalizer” of Safonov. Having stood up for the position, Safonov retino got down to business: numerous things were followed against Zamov Darkin. In the spring of 2008, the governor himself was not just on the verge of resignation, but almost on the threshold of prison. In May, as part of the investigation of the criminal case of abuse during the privatization of state real estate, Darkin was questioned, and searches were held in his house and office.
However, Darkin managed to avoid criminal prosecution and preserve his post: with the diagnosis of “Previnfarct state”, he flew to Moscow, where he met with President Medvedev. The main result of this story was that in the elections of the mayor of Vladivostok the Kremlin protege Igor Pushkarev won, against which Darkin spoke out. It was Pushkarev that the federal center entrusted the preparation of the city for the APEC summit.
It is noteworthy that at the beginning of April this year, local media reported about another meeting of Darkin and President Medvedev, as well as with Prime Minister Putin, while arguing that the meeting was initiated by Moscow, and rumors about the upcoming resigner of the governor were baseless. These meetings also took place at the moment when the memory of the protests of motorists was fresh in the region and the workers of the Russian tungsten factory were starving. By the way, Viktor Safonov expressed concern and called the situation unacceptable.
It is not clear what will be done by Safonov, but for him they can find a large front of work: the former deputy minister of the Ministry of Internal Affairs can lead at least the Moscow police, even if the practice of rotation of the governors is continued.
