Against the parents of the girl-"Mowgli", brought up by animals, they opened a criminal case

The Chita Railway Department of Investigation Department opened a criminal case against the father and mother of the Mowgli girl, Natasha Mikhailova, who, living with relatives, did not learn to speak by the age of five, and pets - cats and dogs were engaged in her “upbringing”. As previously reported, at her age, Natasha can only bark and meow. From negligent parents the girl was saved by neighbors who complained about the conditions for the maintenance of the child in the police.

A criminal case has been instituted against the mother and father of the girl under Article 156 of the Criminal Code of the Russian Federation "Failure to fulfill the obligations to educate a minor," the press service of the prosecutor's office of the Trans-Baikal Territory said. Parents face imprisonment for up to three years, RIA "New Region" reports.

Recall that the message on the telephone of the police hot line about the one in the apartment on Sovetskaya Street, 13 -year -old child lives in unsanitary conditions, and was received on May 21. It was found that the girl lives with her father, grandparents, the apartment contains many dogs and cats. The child communicates only with animals and does not take it to the street.

The girl does not have obvious mental deviations, however, in terms of physical development, she lags behind her peers-she looks for two or three years, practically does not talk, makes only sounds in the form of a barking and meowing. During the arrival of police officers, she, like a dog, rushed at people.

The girl’s father-27-year-old Victor Mikhailov-has a criminal record for committing serious crimes. Her 25-year-old mother lives separately and raises two more children. She was not interested in the fate of Natasha. The woman claims that her husband arbitrarily took the child two and a half or three years ago.

The Chita Minor -Railway District Commission fined her father last week, and the child’s mother was discharged. The guardianship and trusteeship bodies are gathering documents for the deprivation of their parental rights. Currently, the girl is located in the Social Rehabilitation Center "Nadezhda".
