
The Federal Antimonopoly Service (FAS) will study the pricing procedure for flights. As the FAS head Igor Artemyev told the Gzt.ru newspaper , the Office of Transport and Communications of the Service will begin to execute such an instruction in the near future.
This is the third area where, according to the head of the FAS, it is time to proceed with the restraint of order - after the so -called hidden payments on bank loans that I managed to figure out, and retail prices in stores (here many problems should be removed after the expected adoption of the trade law). “And the third is the sale of aviation tickets,” Artemyev told the GZT.ru newspaper.
A key question: if 40% of the price of a ticket is kerosene, then with significant changes in fuel prices, the ticket costs should also change. In the near future, according to Artemyev, an analysis of the prices for air tickets will be carried out in a period when the oil price fell up to $ 33 per barrel. “Companies were then announced only a slight decrease,” the FAS head recalled.
According to Igor Artemyev, the ticket for the cost of the ticket should be simple and transparent. "The margin should vary depending on common sense. There should not be 20 categories of tickets," says the head of the FAS.
Now, in the opinion of the head of the antimonopoly service, the pricing system in the field of air transportation is too confusing. “For example, it is unclear why the cheapest tickets are irrevocable. The consumer refused the service, why should he lose his money?” Artemyev asks rhetorically. Another problem: in some cities, for example, in Kaliningrad, the airline and the airport are not divided. “As a result, they do not allow competition to develop. In many cases, we have already achieved the separation of such a business,” says Igor Artemyev.
The so -called second antitrust package of laws, which is expected to be signed by the president in two weeks, will give the FAS the right to issue an order on the mandatory separation of these types of business. “Then we will do this even more tightly,” Artemyev promises.
Recall that on the eve of the first precedent, when the FAS issued the airline the order to reduce the prices for flights.
The Krasnoyarsk Department of the Service was recognized by Aeroflot - Russian Airlines "who violated Article 10 of the Law" On Protection of Competition ".
The company is accused of overstating tariffs for air transportation along the route Krasnoyarsk - Norilsk - Krasnoyarsk. The essence of the claim: Aeroflot raised the tariff for air transportation in this direction to an unreasonably high level - 36 thousand rubles. And at the same time, it occupies the dominant position in the transportation market on the specified route.
Now the air carrier issued an order to transfer to the federal budget of income received as a result of violation of antimonopoly legislation.
According to the publication, others may follow the Aeroflot case. To date, no one has checked how much the price of a ticket exceeds a reasonable (from the point of view of the FAS) level. However, it is no secret that in some areas, different airlines set very close tariffs.
For example, judging by the proposals of travel agencies, direct charter flights to Montenegro are made by several airlines in the summer: Transaero, S7 (Siberia), Muscovy, Montenegro Airlines and some others. At the same time, a ticket along the route Moscow - Tivat - Moscow costs 360 euros for all carriers.
Representatives of the airlines say that their pricing is completely transparent and economically reasonable. As stated in S7, for example, in March 2009, in the context of fluctuations in the euro exchange rate, the company switched to the calculation of fuel fees in rubles. At the same time, on international flights, according to the certificate of the publication in the S7, there have never been fuel fees. Aeroflot refused comments.
