
The head of the target programs of the Kirov region, Roman Shipov, was arrested and accused of fraud, committed by a group on an especially large scale. According to unofficial information, Mr. Shipov refers to the fact that he raised funds from commercial companies allegedly for NGOs "Fund for support for initiatives of the Governor of the Kirov Region." The regional government reported that the spikes were already dismissed for absenteeism, the founders of the fund were not included and had a “limited circle of powers that are auxiliary, which ensures the character,” writes the newspaperKommersant .
Roman Shipov was detained in Moscow on July 7, 2009. On July 10, the Lefortovo Court of Moscow issued a decision to detain him, and now the spikes are in Lefortovo. According to the press service of the Moscow City Court, Roman Shipov was charged with violation of Part 3 of Art. 30 of the Criminal Code ("attempted crime") and part 4 of Art. 159 of the Criminal Code of the Russian Federation ("Fraud committed by a group on an especially large scale").
According to the investigation, the spikes demanded from one of the Kirov companies for the approval of already completed work for the regional department of industrial development to transfer 1.5 million rubles to the other company. At the same time, the investigation believes, the official threatened that otherwise the payment of the work performed in the amount of 3 million rubles would not be made.
Later, according to the investigation, Roman Shipov said through his friend that the funds had come to the account, and sent a draft of a fictitious contract for transferring money by e -mail. “When detaining him, there was a case with cash. In addition, on a fictitious agreement there was a facsimile with the signature of the governor of the Kirov region Nikita Belykh, and Mr. Skipov himself, most likely, in order to cause confidence, the deputy governor was presented,” a source in the regional government told the newspaper.
According to the same source of the publication, the spikes seemed to be deputy white, and during the interrogation he stated that the funds raised by him were intended for the NGO "Support for the initiatives of the Governor of the Kirov Region".
Meanwhile, the Governor's initiatives fund emphasized that the spikes were not connected with them. The acting deputy chairman of the Government of the Kirov Region Sergey Karnaukhov told the newspaper that the official who took part in the development of the development program of the forest complex was fired on July 15 for absenteeism, and his position was "auxiliary".
