The Government Commission on Administrative Reform under the leadership of Deputy Prime Minister Sergei Sobyanin approved the idea of creating a federal state unitary enterprise under the Federal Migration Service, which will provide paid services for the urgent paperwork, the newspaper Vedomosti writes with reference to the commission member.
Thus, the FMS will take the place of illegal intermediaries who, for money, help to draw up documents in accelerated mode using corruption ties in the FMS bodies. As expected, the paid paperwork in experimental mode will begin in September, but only in Moscow.
In addition to the services for the urgent issuance of passports, the FMS will help companies draw up employees who have arrived from abroad.
The representative of the FMS Konstantin Poltoranin told the newspaper that the urgent processing of documents could bring up to $ 10 billion a year - it is as this amount that the service estimates the volume of the illegal market for intermediaries. Poltoranin also noted that regarding the creation of a special body that will draw up documents in an accelerated mode, there is a decision of the Security Council.
Today, the registration of a passport through intermediaries for 25 days costs from 7 to 14 thousand rubles, the publication notes. The manufacture of a document in 5 days costs 55-75 thousand rubles. How much the services of the FMS will cost is not reported.
According to the Federal Law "On the Procedure for Departure from the Russian Federation and Entrance to the Russian Federation" The deadline for registration of a passport should not exceed one month.
Meanwhile, experts believe that this decision will not help the fight against corruption in the FMS bodies. According to the newspaper Vladimir Yuzhakov from the Center for Strategic Development, a return to the creation of enterprises that make money on behalf of the state is a refusal of declared tasks of administrative reform to clear the separation of government and business functions, reduce administrative barriers: the opportunity to earn money will not be obtained, but officials who will begin to impose additional services through the provisions of the monopolist.
