"DOSAAF is a tidbit"

About the reform Rosto (DOSAAF):
The Ministry of Defense imposes a “paw” on the assets that does not belong to it. Rosto (DOSAAF) is a very tidbit piece, since the organization owns airfields where pilots are prepared, schools for the preparation of pilots. The uniqueness of the situation is that over the past three years, the Ministry of Defense, without distinguishing a ruble from themselves, demanded to prepare high -class military personnel from Rosto. And then it stated that Rosto prepared low qualifications. It was decided that DOSAAF would completely fall under the leadership of the Ministry of Defense. In my opinion, this is a wrong solution, and one of the problems is personnel. Many officers who have served in the army for 30 - 40 years have found application here, the opportunity to prepare a shift, and prepare young people in DOSAAF. But the situation with military personnel who are serving now is difficult. And now there is talk that an experienced pilot, who prepared young pilots for 10 - 15 years, must be written off, and a young specialist will come in his place. It turns out that in the process of reforming DOSAAF, experienced commanders will be shifted, they will be replaced by their protege, which will be controlled.
This process has already begun. The current chairman of Rosto (DOSAAF) Sergey Mayev is the candidacy of the Ministry of Defense. He was brought in order to carry out the necessary reforms against which the former chairman of the Central Council opposed. In addition, it seems to me that the Ministry of Defense, having mastered the land of Rosto (DOSAAF), will begin to sell it, and even where this money goes, is unknown.
