Skyscraper on a mass grave

The project that offends the living can stop the dead: the burial identified on the Okhta Center does not leave legal rights to build it




The fallen during the capture of the Nienshant was buried right there, in the mass grave. Archaeologists working on the territory of the future “Okhta Center” also discovered earlier burials-about 200 burials when examining the buildings of Landskron (Swedish fortress 1300) and a late medieval burial ground, which was supposedly located near the church on the outskirts of Russian-Izhora settlements.
Here is an excerpt from the report of the latest archaeological surveys (and they were conducted here, we note, and before the appearance of the Gazprom companies - since 1991): “The remnants of burials (about 50), in wooden coffins, knocked out by iron nails, preserved mainly fragmentary, were found in sandy deposits on the left bank of the Okhta River, 350-400 m of 350-400 m of 350-400 m of 350-400 m of 350-400 m The mouth of the river. They are previously dated XV - XVIII centuries. And they belong to the soil burial ground detected in 1993-1998. The depth of burials from the historical daily surface was only about half a meter. As follows from the report, to date, the burial has been detected on an area of ​​about 1000 square meters. m, in general, the area of ​​the burial ground is estimated at about 3000 square meters. m. archaeologists believe that although its appearance is associated with the times of the existence of late medieval Russian-Izhora settlements, it was used in the future-at least until the 17th century. And they insist on an additional study of the location of the burial of the Petrovsky soldiers who died during the navigator of Nyenshant in 1703
“Burials of medieval - new time should also be excavated completely. Estimated area of ​​their distribution of about 2 thousand sq. The human remains seized during the excavations after studying, according to regulatory documents, should be reburied in a memorial burial, ”the document says.
However, even after this, the construction of an office skyscraper will be impossible here. The Federal Law “On Burial and Funny” says: the use of territories previously occupied by burials is possible no earlier than after 20 years, and only for green spaces. A 400-meter structure of glass and concrete, albeit in the form of corn, has nothing to do with green spaces.
Moreover, according to the law, the transfer of graves is allowed “only by decision of local authorities in cases of a threat of constant flooding, landslides, after an earthquake, and other natural disasters” (Article 4). So the choice of justifications is small: some are fraught with the recognition of the unsuitability of a constantly flooded and stroked area for the construction of a skyscraper, others put an equal sign between the construction of a gas screening and a spontaneous disaster.
Knowing the habits of this “strategic investor”, it can be assumed that he will choose the third path - once again hesitates the law, as well as on morality. Then his actions can be qualified under Art. 244 of the Criminal Code of the Russian Federation (“abuse of the bodies of the deceased and places of their burial”), which provides for imprisonment for up to five years - in the case of a crime by a group of persons by prior conspiracy or an organized group.
