- I think that there will be new solutions, there will be rearrangements, there will be dismissal. Because some do not understand Ingushetia the way we see her. Some think with old standards, hoping to earn as much as possible in this position and leave. There are those who are simply lazy to work, do not fulfill the tasks that are facing them. They do not allow us to solve the main task - to restore the confidence of the authorities against the people and the people to power. Therefore, of course, some people will have to be changed. I think these will be three or four positions.
Yunus-Bek Evkurov also promised: he will more closely cooperate with human rights defenders in order to ensure public control over compliance with the law in Ingushetia. Evkurov said that he was going to introduce human rights activists into all tender and budget committees, as well as invite them to meetings of the government of the republic:
- With human rights activists who are in the republic, I interact closely. They are residents of the republic, heads human rights committees and organizations. They must participate in the life of the republic.
The head of the Moscow Helsinsky group Lyudmila Alekseeva believes that the closer cooperation of the Ingush authorities and human rights activists, which the President of the Republic Yunus-Bek Evkurov, can really change the situation in the republic:
- In Russia, this has been happening for a long time - there is a presidential council, the Public Chamber, and many commissions. Let it be in the North Caucasus. Moreover, Yunus Bek Evkurov, from the very moment of his appointment to this position, relied on public cooperation. So this is in the spirit of his previous work. I am very glad that he is going to continue.
- What can you say about the Ingush human rights defenders? Are there strong human rights organizations there?
- The organizations there are very strong. Not very numerous, but quite professionally working - "memorial", "fair Ingushetia." There are a lot of active people. Ingushetia is perhaps the only republic in the North Caucasus, where civil society really exists and where there is someone to cooperate with. If the authorities will cooperate with human rights activists, then together they may achieve some results. This is the only way to stop suppressing and intimidating people, and start talking to them.
One of the leaders of the Ingush opposition , Magomed Khazbiev, is skeptical to the plans of Yunus-Bek Evkurov. He believes that the authorities will enter into a dialogue only with the so -called "pocket" human rights activists, and does not believe that personnel permutations in the government are able to reduce the number of murders and attempts in Ingushetia:
- I am one hundred percent sure that nothing changes in the republic for the better. During the reign of Yevkurov, they began to kill twice as much. And about cooperation with human rights activists - I am sure that these will be controlled by human rights activists who will do what the authorities will tell them. For all this time, we have never been invited to us.
- But when Yunus Bek Evkurov only came to power, he met with you, you seemed to have a dialogue.
- We seemed to have a dialogue: the lawyers who were at the opposition went to work. But we said that human rights should not be violated, they should not kill people. At first, the president also said that if there are special operations, then with the knowledge of the village administration, with the knowledge of the district police officer, our employees. That first they will go into the house, ask people to surrender, and then only a special operation will be held. None of this has changed. People simply began to shoot people in broad daylight, all the same as in the days of Zyazikov. As there were special operations, and continue.
- How do you feel about the permutations in the Ingush government? Can they somehow change the situation in the republic?
- They remove some advisers at the level of clerks. The war is going on here. What was the authority of an adviser on education? What did she do? Did you solve any issues related to the war in this republic? No. This is all dust in the eyes. We are already tired of these populists. Since 1992, there are only populists in this republic.
