
In Russia, favorable economic conditions will be created for the activities of non -profit organizations (NPOs). Corresponding amendments were prepared by the working group, headed by the First Deputy Head of the Presidential Administration Vladislav Surkov, created to liberalize the Law on NPOs. The package of amendments was discussed at a meeting that took place at the end of last week, Vedomosti write.
According to the publication, it is planned that the work on reforming the legislation on NGOs will be held in three stages. The first package developed by the Surkov Group, Russian President Dmitry Medvedev introduced to the State Duma in early summer - it provided for mainly the simplification of bureaucratic procedures related to registration of NGOs. By the fall of 2009, amendments should be prepared to stimulate charitable activities that improve the conditions of NPO taxation. And in 2010, it is planned to streamline the organizational and legal forms of NPOs and provide for them a special tax regime.
According to a member of the group, a member of the Public Chamber of Vladislav Grib, four amendments have been prepared. The first two relate to amendments to the law on charity, on target capital and related amendments to the Tax Code.
The draft amendments to the law on charity has already been published on the website of the Ministry of Economic Development. Tax incentives are mainly provided for individuals - for example, they will not consider the income of volunteers the funds that are spent on their travel and accommodation. Services for the treatment and donation of orphans paid by charity organizations will not be considered income.
In addition, funds donated by private individuals and NPOs, working in priority socially significant areas (such as science, culture, education, healthcare, social and legal support of citizens), will not include in the tax base. The income tax will not be taxed free of charge by NGOs and subsidies from the state budget.
Sacrifiers from among the legal entities will be able to count on deductions from the tax base in case they are sacrificed to target capital: it cannot be touched (only interest is spent on the statutory activity), which means that abuse is excluded.
The third package of amendments, according to the mushroom, gives authorities the opportunity, if you want to maintain NPOs, in the same way as small business, for example, give an NPO the right to extend the lease agreement for the occupied premises. The fourth package corrects the advertising law: social advertising is displayed beyond the limits acting for the usual one. If interdepartmental approvals pass quickly, amendments can be made to the State Duma this fall, the mushroom hopes.
Recall that in April last year, the former head of the FSB and the National Anti -Terrorism Committee Nikolai Patrushev, speaking at a meeting of NAC,accused the "individual non -profit organizations" working in Russia, that they provide information assistance to the emissaries of terrorists. A little earlier, Dmitry Medvedev publicly doubted the advisability of financing NPOs from foreign sources and complained that the work of Russian NPOs in the West also contains many restrictions.
We also recall that the state already had several high -profile conflicts with NGOs: for example, the Eurasia Foundation appeared ina “spy scandal” with a stone , and the representative of the wildlife Fund Igor Veils opposed the construction of Olympic facilities in Sochi on the eve of the arrival of the IOC delegation.
