Moscow after Luzhkov

It sounds surprising, but it is still possible.

The Kremlin must make a decision on the fate of the capital mayor this fall. What it will be - so far no one knows. Including the Kremlin and the mayor.

But, for the first time in many years, in the federal elite (i.e., among persons involved in the invention and adoption of the most important decisions) there is a ten -consuming on the topic that it is time to remove Luzhkov. And not because he is well or poorly controlled by the capital. It is simply no longer possible to endure the economic ambitions of the Luzhkovskaya entrepreneur (ZhP). Which is ready to put up with one or just that part of the capital where half belongs to it. Or more.

ZhP has almost no partners left. In addition to two - relevant (Suleiman Kerimov) and potential (Ramzan Kadyrov). All three taken together form a rattling mixture with which the Kremlin would not want to deal with a long and forever. Therefore, it is important to do something until the mixture is welded completely and has acquired stable explosive qualities.

There is another circumstance. Previously, the Kremlin was afraid to touch Luzhkov, as he was not sure of his abilities to put control of the metropolitan bureaucracy, nurtured by a long -term mayor and imprisoned under his tasks. Today the situation has changed. Luzhkovskaya bureaucracy - from some deputies of the mayor and to many heads of managers - herself moans from the ZhP and its methods of coercion. And, with rare exceptions, I am ready to stand under a new mayor, who will save her (bureaucracy) from a vast gchure.

All this does not mean that Luzhkov will certainly be removed.

Firstly, he knows how to get out.

Secondly, five minutes before the Moscow coup, federal groups can, as it often happens with them, fights due to prey. And while they are hanging each other, Luzhkov will remain to sit. In a good way.

But, nevertheless, right now the time has come for the discussion about the sunset of Luzhkovskaya Moscow and Moscow, Postluzhkovskaya. It is interesting to try to comprehend after what it was, and dream, what it could become.

Results with Yuri Luzhkov

I will not copy the numbers and circumstances from this detailed document. And I will comment only two theses of those that Boris Nemtsov puts forward.

The thesis 1. Yuri Luzhkov, according to Russian family law, is a co -owner of all property acquired by the GP during the current marriage. Therefore, the mayor is also a billionaire, like ZhP.

This is not so.

I would clarify: Yuri Luzhkov is a billionaire while he holds the post of mayor of Moscow.

The fact is that, from a legal point of view, the property of the GP is not a living property that has a visible presence in the Russian Federation. All multimillion -dollar wealth consists of shares of several offshore companies and, probably, the status of a beneficiary in several offshore funds (trains). And when registering himself as a co -owner / beneficiary of offshores in many jurisdictions, in full agreement with their (and not Russian) laws, it can be indicated that your property exists separately from the assets of the spouse. And during a divorce, it is not subject to any section.

It is possible that the GP has everything that is arranged that way. This is indirectly indicated by the materials presented in the London court by Christopher Grirson, lawyer Shalva Chigirinsky. Here, for example, is one quote from those scandalous materials :

The indirect involvement of Luzhkov in the financial transactions of Baturina began to emerge after the managing partner of the Swiss Bank of Wegelin Otto Bruderer, in whose storage facilities, according to the media reports, the funds of Baturina were concentrated, Yuri Luzhkov himself could also become the receiver of Baturina.

Lawyers, referring to the words of the banker, during the trial reported that it was Bruderer who personally recommended Elena Baturina " not to call her husband in an appendix to the contract of order in case of death or incapacity."

In general, we can come to a terrible conclusion: having lost his post, the 73-year-old Yuri M. Luzhkov becomes just nobody needs! An ordinary post -Soviet pensioner. Which, sitting on a corner in the house of veterans of the chemical industry of the USSR, torment the same single grandfathers with memories in the spirit of the “last emperor” Bertolucci:

- I was the mayor of Moscow! ..

- And how do you prove?!

True, the old chemical pensioner will continue to know a lot, more precisely, to remember. Therefore, ensuring his personal security after resignation is the most important task of not only federal authorities, but also of the Moscow Civil Society.

The thesis 2. A sharp business fragment of the AND occurred in 2000, and it was in this decade that the city turned out to be monopolized by it.

This is so. There are no doubts and objections. It remains only to analyze why it became so.

In the Luzhkovo rule, two equivalent ones can be distinguished by the value of the period: 1992-2000. and 2000 - real. time. Each of these periods has its own dominant concept. Purpose and motto.

The first period can be conditionally called “joint venture” - “become president”. Then Yuri Luzhkov really dreamed of taking Boris Yeltsin's place. And therefore in many issues he behaved more or less decent. Distributing roles and responsibilities in the city between many groups of influence, both federal and smaller. Even some intellectuals were found in those pores surrounded by the mayor. And different figures of all -Russian significance, if and when they cursed with the Yeltsin Kremlin, began to stare appetizing at the Tverskaya, 13.

The “joint venture” period corresponds to a certain concept of the development of Moscow: the city, as in people. A metropolis, where it is easy and convenient to spend money. To have many shops, restaurants, casinos, clubs, saunas and Russian baths. Pretty tasteless (you can’t redo Luzhkov here), but on a grand scale and to be flush.

But at the end of the "hot autumn" of 1999 it became clear that the main dream was not destined to come true. And the supreme post is not as a reward of work, zeal and dedication was sent, but the Gulyaks of Strekoye, a person without the past, Vladimir Putin, fell to the feet. So, the chair of the mayor, and so already cramped, turned into the last political refuge of the super -Human Yuml.

Luzhkov, of course, was very upset. And even - offended. And not because the Russian God was so aroused. And therefore, that many, those who fled from the Kremlin towards the city hall, stretched back as quickly. To Putin, whom until recently they could not even laugh seriously.

From these days, the second stage of the Luzhkov region begins - “St.”, or “SP ... all.” If it was not possible to become the Herzduz Monte Cristo, then you need to squeeze to the maximum from the status of the manager. And with whom else can you squeeze to the maximum, if not with the last trusted being - ZhP? She, now, will not run to Putin. (Luzhkov must have thought so and thinks.)

Hence the doctrine of urban development, corresponding to the period of St.: a city of increased profitability. Each piece of land, water and air from which you can extract income should be used. And so that the ZhP has at least half of success.

Therefore, during the time, which past the SV period, the mayor managed to disperse from almost everyone who during the joint venture belonged to the number of his closest all -season partners and prisoners. From Vladimir Yevtushenkov and Shalva Chigirinsky to Umar Dzhabrailov and Zurab Tsereteli. Even the “Brother of Telman” (Ismailova), the mayor, ultimately, seems to have passed. It is understandable: the new doctrine did not suggest the presence of those with whom still needed to be shared. The smaller the denominator, the more fraction.

Only the same Suleiman and Ramzan remained. And only as long as the ZhP sees in them protection from all kinds of encroachments and creeps, legal and power.

This SV-period should someday end. The only question is when. I want to quickly.

And now - I’ll try to say about the results of the Luzhkovo rule not from the point of view of the political, economic and social situation. And only from the hill of the indigenous Muscovite, born here - not far from the Red Gate - almost 40 years ago.

Once Moscow was the capital. Let the second world, but still - the real capital. It was ruled by the high -rise spirit of Comrade Stalin, the relaxed pulp of Comrade Brezhnev and the Soviet intelligentsia.

Today, after Luzhkov, Moscow is no longer the capital. She is a very large provincial city. Which is rule the sticky money, a variety of (including super -rich) migrant workers and endless fences.

In Doluzhkovskaya Moscow, it was possible, no matter what, to live. Modern Moscow is no longer a city for life. And only for fluent consumption and early investment. Its symbol is large central houses, where not a single window burns in the evenings.

If Yuri Luzhkov leaves, will it become better after him?

Good question.

It is clear that the new mayor (now the main candidates are called federal deputy prime ministers Sergey Sobyanin and Igor Shuvalov, but the list can be unpredictably lengthened) will be the basis of his person as Luzhkov. That is, the carrier of the ideas and values ​​of the post -Soviet monetopocracy .

It is also clear that the next mayor will be a person who does not live (like Luzhkov with ZhP) in Moscow. And the settlement in the environmentally friendly place of the adjacent region. And therefore, not feeling many problems of Moscow on their own skin.

Nevertheless, at first (and only at first!), The reign of the next mayor can hope for separate improvements and concessions. For one single reason: the future mayor, a little and poorly well-known Muscovites, will have to quickly prove that he is no worse than the prejection grandfather of Yuml. And this means to do at least something real in order to draw a line under the period of St.

And what could Muscovites count on if you think about?

Of course, to cancel the last Luzhkovsky general plan. But this is tactics. And the strategy?

The strategy is to remove the formal capital of the Russian Federation from Moscow.

The city must rest and heal the wounds. He will not be able to do this while he carries metropolitan functions. So far, he has been forced to reflect on his flabby surface the lifestyle and thoughts of this “federal elite”.

And if, as the capital of the Russian Federation, Moscow was faded into a large stone village, then, losing this wrong dignity, it may remember her real metropolitan past.

If not everything is still lost, maybe something ahead.
