Only two trade union activists became deputies of the Pikalevo city council as a result of the October 11 elections, where mass protests took place this summer after the city-forming enterprises were shut down, with ten of the 16 seats going to the heads of various enterprises and institutions and another two to managers of the BazelCement-Pikalevo plant, the Central Election Commission website reports.

Residents of Pikalevo mostly work at three enterprises: "BazelCement-Pikalevo", "Pikalevskiy Cement" and "Metakhim". The shutdown of these enterprises in the summer of 2009 led to a socio-economic crisis in the city. Residents of Pikalevo blocked the federal highway demanding that the plants be restarted, which only happened after Prime Minister Vladimir Putin arrived in the city and intervened in the situation.

According to the Central Election Commission website, as a result of the October 11 elections, Svetlana Antropova, the chairperson of the trade union committee of the BazelCement-Pikalevo enterprise, retained her deputy mandate, and Lyudmila Gromova, the head of the trade union organization of education workers, also entered the city council. The elections were held in eight two-mandate districts using only the majoritarian system.

The directors of the municipal "Teplovye Seti", "Vodokanal" and the Center for Social Services to the Population, the head of the Pikalevo division of OOO "Lenpress", the general directors of three OOOs - "StroyInvest", "InvestStroy" and "ZhilKomServis", the director of the city branch of the NPO "Bolshoy Pension Fund", the director of secondary school No. 3 and the deputy head physician of the city hospital received deputy mandates. Of the 16 deputies, 12 are "United Russia".

None of the several workers from the city-forming enterprises who put forward their candidacies could become a deputy. At the same time, two managers from various departments of the BazelCement-Pikalevo plant will sit in the deputy seats. In total, ten members of various trade unions ran for the city council.
