
Real estate tax in Russia can be introduced since 2012 with a three-year transition period, it is assumed that the maximum tax rate will be 0.1% of the cadastral value of real estate, said the deputy director of the Department of Tax and Customs and Tariff Policy of the Ministry of Finance of the Russian Federation Sergey Razgulin at a round table for real estate taxation. Now in Russia there are three taxes in this area - property tax on individuals, organizations and land tax. The bill on the introduction of a single real estate tax was adopted by the State Duma in the first reading back in 2004, since then the work on the document has stalled.
“At the end of 2007, the Ministry of Finance prepared a draft schedule for the introduction of real estate tax,” Razgulin recalled. Currently, the document is aimed at coordinating the Ministry of Economic Development.
The representative of the Ministry of Finance said that the bill involves the collection of tax from individuals for owning buildings, structures (both residential and non -residential) and land plots. Organizations will pay this tax only for residential premises and land plots, since property tax for legal entities will remain.
Razgulin said that the tax base of the new tax will be calculated on the basis of the cadastral value of real estate at the beginning of the new tax period. "The tax rate is as much as possible to us 0.1% of the cadastral value of real estate," he said, noticing at the same time that this is an unfinished option, i.e. The bet can change both large and less.
The minimum tax rate is not planned.
As for the benefits for individuals to pay this tax, according to Razgulin, veterans, disabled people, “Chernobyls”, pensioners and family members, most likely, will receive standard tax deductions.
For owners of several real estate objects, increasing coefficients can be introduced, and this issue will most likely be solved by local authorities. “At the federal level, we are unlikely to offer them,” said the representative of the Ministry of Finance.
Razgulin found it difficult to answer the question of whether the load on taxpayers would increase in connection with the introduction of this tax. “So far there is no universal answer,” he said.
