The State Duma obliged the police and the Ministry of Emergencies to provide first aid to the victims in the accident

The State Duma on Tuesday adopted in the second reading amendments to the Fundamentals of the legislation of the Russian Federation on the protection of the health of citizens and individual legislative acts of the Russian Federation. According to the amendments, employees of the Ministry of Internal Affairs, the Ministry of Emergencies, customs officers, drivers and bailiffs are now obliged by the law to provide first aid to the victims in traffic accidents.

In the legislation, now, according to the operational assistance program for an accident set forth in the national project "Health", the concepts of "ambulance" and "first aid" are distinguished.

As ITAR-TASS explained by the chairman of the State Duma Committee on Health Olga Borzova, first aid is provided before the arrival of doctors in accidents, injuries, poisoning and other conditions and diseases that threaten the life and health of people.

Such assistance is provided by people without medical education, but have undergone special training. Such people include employees of the internal affairs bodies, rescuers, firefighters, customs officers and bailiffs.

According to adopted amendments, the law now enshrines the need for special training of these employees. After the law comes into force, special services will be required to introduce such special training courses for their employees.

Recall that a week ago, the Ministry of Health and Social Development also discussed the rules of conduct and objects used to assist the victims in an accident. So, a new composition of the car first -aid kit was approved, which is used by citizens who do not have a medical education, and is intended to provide first aid to the victims in the accident.

In the first -aid kit, the amount of dressings was significantly increased, while the medicines in the first -aid kit are now absent. As explained in the ministry, an increase in the number of dressings is due to the fact that during an accident the main factor leading to death or the serious condition of the victim is bleeding.

The exclusion of medicines from the first-aid kit in the ministry was explained by the fact that they can be spoiled and become dangerous due to the presence of storage in the car in imperfect conditions. At the same time, it is permissible for the driver to keep the medicines necessary for him personally in the first -aid kit.

The order for the new composition of the first aid of first aid will come into force on July 1, 2010.
