The Spanish criminal case, in which Gennady Petrov appears, showed how significant a person with extensive informal ties can be. Petrov is accused of being one of the leaders of the Tambov-Malyshevsky criminal group. And the protocols of listening to Petrov’s telephone conversations from the criminal case materials indicate that the interests of this outstanding prisoner were applied to real estate trading in Spain and construction in Sochi, the transportation of hydrocarbons and the sale of jewelry, telecommunication business and aircraft. He was even offered to resolve the issue with the US money blocked by the USA. More than once in the field of view of law enforcement agencies, Gennady Petrov negotiated with entrepreneurs from the Forbes list, congratulated the deputy chief of the Investigative Committee under the Prosecutor General’s Office and could easily drink tea with the deputy prosecutor.

But, according to Spanish, officially this person was modest.

From his dossier it follows that in Spain Petrov and his wife Elena registered as entrepreneurs in April 1998 and completed this activity in less than four months, declaring a loss of 940 euros.

Gennady Petrov was listed as a commercial mediator, his wife - a wholesale merchant of meat, eggs, poultry and game. Who was this “intermediary” actually, on what issues did he address him and what problems did he solve?

Investigative Committee and Prosecutor General's Office

The Spanish criminal case may not cause any official reaction in Russia. It is not easy to conduct a proceedings if, according to the protocols of listening to telephone conversations, the defendant talked at ease with persons whose names completely coincide with the names of some leaders of the system of the Russian General Prosecutor General and the Investigative Committee.

So, on October 31, 2007, at 11.50, a special department of the Spanish police recorded a call to Gennady Petrov from Igor Borisovich Sobolevsky. Sobolevsky informed Petrov that some people handed him the documents, that he would look at them and think what could be done. According to the Spanish police, it is about the fact that these people, apparently, illegally took land (the term “raiding” is used).

On the same day a few minutes later, his partner from St. Petersburg called Petrov. During the conversation, they talk about the problems with the teeth that arose in Igor Borisovich Sobolevsky, who is in the dental clinic for treatment. Apparently, Igor pays for medical assistance, and Petrov gives instructions to his partner so that he should make all the necessary and these expenses were paid at the expense of Petrov.

On November 10, 2007, someone Andrei Hippo calls Petrov. The Hippo reminds Petrov that the Police Day had come, and Petrov replies that this is their holiday. Andrei recalls that it is necessary to call Igor ( we are talking about Igor Borisovich Sobolevsky. - Approx. Spanish police ) and other people to congratulate. Later, Petrov calls Igor Sobolevsky and congratulates him on the day of the police. Petrov takes the opportunity to convey greetings to his wife Sobolevsky. Petrov also informs Sobolevsky that he will come to St. Petersburg on November 12, and to Moscow on November 18, and offers to go to Moscow together.

According to the coincidence, Igor Borisovich Sobolevsky is quite famous in Russia. Exactly the same name for the former deputy chairman of the Investigative Committee at the prosecutor's office. Igor Sobolevsky - classmate of Vladimir Putin and chairman of the Investigative Committee Alexander Bastrykin -

He became the deputy head of the Investigative Committee in 2008 and was dismissed by President Dmitry Medvedev in June 2009. Sobolevsky left "of his own free will." Other formulations of officials of its level are not common.

In the protocols of listening to Petrov’s telephone conversations, a senior employee of the Prosecutor General’s Office was mentioned.

So, on September 17, 2007, at 12.50, his partner Alexander called Petrov. He informs him literally as follows: “neighbor” ( we are talking about Vladimir Kumarin . - Note by the Spanish police ) “dismissed the tongue” and “jumps on you to you”. The point is that he spoke poorly in his testimony about Petrov or accused him <...>. Then the partner explains to Petrov that a certain person ( surname is indicated in the case file . - R. Sh. ) Would I would like to drink a cup of tea with Petrov to discuss some issues. Alexander says that this person is now the first deputy head of the Department of the General Prosecutor's Office ( calls the region . - R. Sh .). Alexander says that it was he who said that the “neighbor” began to testify against Petrov. Petrov, in turn, says that he already understood it yesterday.

Alexander claims that a person does not want anything from Petrov, that he just wants to see him, because he has not heard anything about him for a long time. Alexander says that this person claims that he always respected Petrova. Petrov proposes to meet, showing great interest.

If this is really so the interlocutor of Gennady Petrov is an adequate person, then we are talking about the fact that a Russian prosecutor tells Petrov closed information. We think that the Russian Investigative Committee under the Prosecutor General’s Office and the Prosecutor General itself have the opportunity to access the materials of Spanish in order to conduct an internal audit. The Investigative Committee has not yet responded to the request of the "New", whether they had these materials and whether they were conducted on them. It was not possible to contact Igor Sobolevsky.

Loans

The companies controlled by Gennady Petrov want to develop, and from this point of view they are interested in affordable loans.

On September 20, 2007, Petrov was talking with Alexander Golden ( a person from his environment, who is engaged in a business related to jewelry and precious metals. - Note. Spanish police ). In the course of three conversations, they discuss the topic of bank loan, the issuance of which should be asked. Judging by the conversations, the interlocutors hope that money (700 million rubles) will be provided with a Sberbank and must be returned within one year. Petrov informs Alexander that someone Nail will provide them with a service and act as a guarantor. They also talk about the money that Savelyev ( a person from St. Petersburg Bank. - Approx. Spanish police ) in the amount of 15 (perhaps we are talking about millions of dollars) by the end of January.

November 1, 2007 at 13.59 Nail calls Petrov <...>. Nail says that Gref, “Petrov’s friend”, invited him to a banquet on November 12 over the 160th anniversary of Sberbank.

The surname indicated in Spanish materials coincides with the surname of the former Minister of Economic Development and Trade Herman Gref, who is the head of Sberbank from November 28, 2007. The bank did not respond to the written request of the “new”, whether anyone had the reason to call Gref “Petrov’s friend” whether they led the company Petrov in the amount of 700 million rubles and whether the bank received any issues on official channels from the Spanish law enforcement agencies.

When we contacted Gref on a mobile phone, he spoke about good manners and asked not to call without his permission.

Such an idea of ​​ethics is not uncommon for Russian officials and heads of state -owned companies. Thoughts about the manners do not arise when Sberbank controlled by the state credits the brother of his leader (Evgenia Gref) for half a billion rubles, and the son of this leader (Oleg Gref) holds the post of vice president in the company accredited under Sberbank (the “Son’s position” was reported by “Vedomosti”). In the manners, the main thing is that journalists do not call without permission to mobile.

Gennady Petrov also discussed the possibility of obtaining a loan at the Bank "St. Petersburg". On September 20, 2007, Petrov tells his son that he eventually agreed on a bank loan. They also discuss a change in the position of Savelyev, who refused to provide Petrov requested loans, while he initially counted on his support. From the conversation it follows that the bank’s credit committee refused a loan, referring to a large number of applications.

The head of the press service of the St. Petersburg Bank Anna Barkhatova informed NEW "that the chairman of the Bank of the Bank, Alexander Savelyev, did not deny the fact of negotiations, although she does not remember exactly whether they took place. Perhaps a request for a loan received, but there are a lot of appeals (90% of the bank’s business - lending) and it is extremely difficult to restore details. Anna Barkhatova emphasized that Savelyev had no personal business contacts with Petrov and there were no questions from the Spanish law enforcement agencies to the bank.

The subject of the market

As News, the son of Gennady Petrov, Anton Petrov, was reported by the co-founder and chairman of the Board of Directors of the Baltic Monolith Construction Company, which builds elite real estate in Moscow, St. Petersburg and Sochi.

According to the protocols of listening to negotiations between Gennady Petrov, on November 29, 2007, Anton informed him of a possible case (connected with the construction industry) in which Dudko will participate.

He reports that Abramov is now buying a peninsula in New Zealand, where he wants to build a city.

Chairman of the Board of Directors and the main owner of Evraz Group Alexander Abramov told Novy that, together with Alexander Frolov, they are partners of Andrei Dudko in the Ferro-Stroy company. Dudko is engaged in management. Abramov and Frolov are investors.

Alexander Abramov recalled that around 2007 they bought a development project in St. Petersburg (residential real estate) and a project in Sochi (Apartment-hotel) from the Baltic Monolite company. He contacted Gennady and Anton Petrov when discussing the terms of the transaction. For objects, according to Abramov, they paid quite serious money, and now they are being developed.

The owner of Euraz says that he conducted business negotiations with Petrov before that before that he did not know him. When asked about whether Petrov’s reputation was embarrassed, Alexander Abramov replied that he was communicating with those who are a market subject. And how this person became the subject of the market is the second question. And if in this sense to impose restrictions, then half of the transactions will disappear. The main thing is the guarantees of legal purity and guarantees in terms of ownership. And from this point of view, standards are observed.

As for the peninsula in New Zealand and the construction of the city, Alexander Abramov said that this was not true.
