Medvedev legitimized the special status of Moscow and St. Petersburg State University

Russian President Dmitry Medvedev signed a law on the special status of Moscow and St. Petersburg State Universities, ITAR-TASS reports citing the Kremlin press service.

The Law "On Moscow State University named after MV Lomonosov and St. Petersburg State University" establishes the features of their legal status and educational activities. In accordance with the law, universities are federal state budgetary institutions, the founder of which is the Government of the Russian Federation, approving their charters.

At the same time, rectors of universities are appointed and dismissed by the President of Russia personally. The term of rector's powers is determined in 5 years, the maximum age for rector will be introduced. At the same time, the deans of the faculties and heads of the departments will be elected if it is recorded in the charter.

Universities independently establish educational standards and requirements, have the right to conduct additional entrance tests, issue their own diplomas equated to state -based documents.

These universities have the right to conduct additional entrance tests when taking applicants: it will not be possible to get to the Moscow State University and St. Petersburg State University only according to the results of the exam. Moscow and St. Petersburg University will also become the main recipients and managers of the federal budget, they will be able to work in accordance with state orders.

In accordance with the amendments, students who have received specialists will be able to continue their studies at the magistracy on a competitive basis, and this will not be considered the receipt of the second higher education. Recall that the second higher education in Russia is allowed to receive only for money.

Medvedev also signed the Law "On Amendments to Certain Legislative Acts of the Russian Federation in connection with the adoption of the Federal Law" On Moscow State University named after MV Lomonosov and St. Petersburg State University "and the Federal Constitutional Law" On Amending Article 4 of the Federal Constitutional Law "On the State Herbal of the Russian Federation".

The laws "On Education", "On higher and postgraduate vocational education" and the Labor Code of the Russian Federation make appropriate changes related to the characteristics of the legal status of universities. Universities are also given the right to certify diplomas with their own seal with the official symbols of the Russian Federation. The form of these documents is approved by universities themselves.
