
The head of VTB 24, Mikhail Zadornov, does not share the optimism of the government and the Bank of Russia, claiming to stabilize the situation in the banking sector - the problems of banks are camouflaged, the Finmarket agency reports.
"The real problems of many banks, in my opinion, are camouflaged in RAS. The reserves are formed in insufficient reserves, so de facto, the problem of capitalization already exists, including the banks of the first twenty in terms of assets," Zadornov said in an interview with Interfax.
The agency notes: earlier the leadership of the Central Bank of the Russian Federation emphasized that the sufficiency of the capital of the banking system is a high level. “We are in the standards at a level of at least 11%. Now the actual figure is 19%,” said Aleksey Ulyukaev, First Deputy Chairman of the Bank of Russia at the end of September.
Zadornov believes that the authorities now do not see a real picture in the banking sector. “As soon as the Central Bank and the government return the norms for the reproaches to the pre -crisis level (according to the voiced plans, this should happen on January 1, 2010) or tighten the requirements for reporting, they will come to the need to bankrupt or sanitize several banks from the first hundred; then it will become clear how much the system needs capital,” said VTB 24, sure.
In his opinion, the Central Bank will be forced to extend the preferential reservation standards for the last year until the middle or even until the end of 2010.
"The Central Bank will have to extend this instruction. There is no other way out in today's situation," Zadornov believes. If this is not done, he believes, then against the backdrop of the growth of overdue debts and an increase in the share of restructured loans in the portfolios of commercial banks, all credit organizations will also be necessary to once create a very large amount of additional reserves and, accordingly, reduce their capital.
