There is no reliable statistics on registered murders, because we do not have such a legal concept. But there are several fundamental reasons why the custom -made murders in Russia have been committed, committed and will be committed. First: people do not see defenders in law enforcement agencies, so they get scores on their own. The second: our mentality, in principle, allows reprisal as a way of reducing accounts.
So, I think, how much was the contract killings, so much remained. There was some recession in the mid-2000s. Then somehow everything was enough for everyone. Now, due to the crisis, relations in business have become aggravated, more temptations to take something more.
As for the technology, I do not see fundamental differences between the loud killings of the 90s and the current ones. About the same thing, both for customers and by performers. Professionals from the "former" in the criminal environment have always been, and now and then. Unless 5-6 years ago there was a certain decline in the use of powerful firearms, and now again, as in the 90s, they use Kalashnikovs, submachine pistols, sniper rifles.

Custom murders were regularly committed in Moscow, in St. Petersburg, and in other cities. This is confirmed by special studies conducted by the research institute of the General Prosecutor's Office. They did not show a decrease in the number of custom -made killings over the past five years. The criminal situation in the country was and remains very tense, including in the field of organized crime. True, our heads of law enforcement agencies - both Nurgaliev and the Seagull - constantly report that the number of murders is reduced in Russia. But when the number of murders decreases, for some reason the number of people who missed the number of unidentified corpses increases at once. We do not know the real state of affairs with the murders - both ordinary and custom.
What has certainly changed - custom -made murders are now being committed more qualified. A sniper shot at Ivankov with a special breakdown bullet. I do not think that non -professionals are able to act at this level. Therefore, revealing such killings has become much more difficult.
Those who killed in the 90s-and this is mostly former Afghans, already either in the next world, or are in prison. The current is a completely different generation. We have two Chechen wars behind us, imagine how many special forces have passed through them, who learned to kill professionally! But many of them could not fit into a normal life. Therefore, the contingent of potential executors of custom -made murders, in comparison with the nineties, has only expanded. A terrible tragedy: people were taught to protect their homeland, and they use these skills to destroy fellow citizens.
The modern criminal and business criminal environment can no longer exist without “former”, and these are not only veterans of the Chechen wars, but also former employees of the Ministry of Internal Affairs, state security, prosecutor's office, and special forces of the GRU. They both the roof and executors of the orders, they organize the shares of intimidation. Large business structures necessarily have powerful security services. At the head, as a rule, there are former security forces who gain the same professionals. Business structures, among which are many people with a criminal past, often use these services to combat competitors, up to the physical elimination of the latter. In the 90s, this was done at the level of the "brigade"-everything was shown in the film realistically. Now much more professional, at the level of classic mafia structures.
The order system itself has also become much more closed. Implementation of a criminal environment, getting there sources, without which it is almost impossible to reveal a crime, has become immeasurably more difficult than in the 90s.

The number of custom -made killings, of course, depends on the economic situation in the country, and on the political. When there are conditions for unpunished raiding, for redistribution, there are more murders. The same, when the internal political situation loses stability, there is a struggle for power and one must eliminate someone objectionable. Now a lot is determined by the economic crisis-the situation is unstable, it is much easier to eliminate the competitor in muddy water, and there is a temptation to use the services of criminal structures, which today are very different from those in the 90s. Then, in everything that they created - killings, seizure of property, etc., there was much more spontaneity. The percentage of corrupt officials of the authorities was incomparably smaller simply because the mechanism of interaction between crime and bureaucracy was still debugged, today it is brought to perfection. Now crime is well structured, everything is done much more professionally, the operations are carefully planned. Through the corpses, both now and then, but now the murders at the level of the showdown in a beer stall are very rare. Everything, including departure ways, is worked out to the smallest detail.
In addition, it must be taken into account that over the years many investigators have had confidence that honestly and qualitatively disclosing crimes is more expensive. When it comes to serious figures, investigators are removed as soon as they are too close to the truth. This, of course, is not always the case, but, of course, a common practice. Hence the number of unsolved murders.
