In the field of economic modernization, the head of state instructed the government to prepare and submit draft regulations by March 1, 2010 aimed at optimizing the volume and increasing the efficiency of state participation in the activities of commercial organizations, with a view to completing the corresponding program by 2012.
By December 15, 2009, a priority action plan for 2010 for the modernization of basic general education should be submitted to the next meeting of the Council under the President of the Russian Federation for the implementation of priority national projects and demographic policy.
By January 1, 2010, it is necessary to approve a system of criteria for assessing the effectiveness of the activities of federal executive authorities aimed at solving the problems of the North Caucasus. At the same time, the official responsible for the region in the federal government, the need for whom the president spoke about in his message, may be appointed earlier - at least in order to participate in the process of developing such criteria.
In addition, by the beginning of March 2010, the President should be presented with proposals on the procedure and timing for the reorganization into joint stock companies of state corporations that operate in a competitive environment, and on the timing of the functioning of other state corporations, as well as draft federal laws aimed at increasing the efficiency of government corporations and joint stock companies controlled by the state, providing for the introduction of modern management models, independent audits, and ensuring that the remuneration of officials is linked to indicators of reducing costs, increasing energy efficiency and labor productivity, with the results of the introduction of advanced technologies and innovations.
By February 1, 2010, the head of state instructed to submit to the State Duma a draft federal law on medicines, which would also define the procedure for their circulation and requirements for their safety.
Changes to the election legislation initiated by the president should be ready by April 2010. Consequently, in March next year, during the next single voting day, they will not be used, as LDPR leader Vladimir Zhirinovsky asked the head of state. We are talking about introducing a single criterion for establishing the number of deputies of the legislative bodies of state power of the constituent entities of the federation; the possibility of forming factions by all political parties represented in regional parliaments; exemption from collecting voter signatures for participation in regional elections of political parties that are not represented in the State Duma, but have factions in the legislative bodies of state power of the subjects of the federation in which elections are held. Regional parliaments will generally have to be unified for at least four years - it is unlikely that for the sake of such unification the Kremlin will authorize the early dissolution of already elected regional legislative assemblies, and some of them, by law, will have to work for another four to five years.
By June 2010, the constituent entities of the federation must introduce provisions into their constitutions and charters providing for the submission to regional parliaments of annual reports on the activities of the highest executive bodies of state power of the constituent entities of Russia and their leaders - similar to the quarterly government report to the State Duma.
