For Putin and Medvedev, citizens of Russia are not voters, but the public, the author writes, explaining that Russian leaders ousted all serious rivals from the field. They achieve legitimacy not by elections, but observing the reaction of the people to news and their public performances. Themes and images that attract the attention of the masses and depict a leader in a favorable light, are preserved, and unsuccessful are not used in the future.

Putin's audience is dominated by older and middle -aged people with low and average income, pensioners and state employees, viewers. The Medvedev audience is medium and highly paid people engaged in the private sector, active Internet users who do not imagine life without a market economy and modern technologies. In addition, Medvedev acts "for export", addressing the international community, and Putin, according to the author of the article, addresses the Russian audience.

At the same time, Putin crushes his audience, urging him to be proud of the Russian story without exemptions and not to give a descent to foreigners. Medvedev for the same purpose attracts attention to the problems of the country and criticizes the role of the state in the economy. In addition, the task of Medvedev is to calm the middle class and successful people who are unhappy with the incompetence of the authorities and corruption.

Putin has a larger audience, so he does more than he says, the journalist believes. At the same time, Medvedev, in his opinion, on the contrary, says more than he does. "The president is not allowed to implement his program - it is only allowed to express it aloud," the journalist writes.
