On the site planned for a new cemetery, today there are already 30 graves. Basically, unemployed, drunkards, those who did not have relatives or did not receive a pension are buried in the "illegal" cemetery. So far, there is not even design and estimate documentation for the construction of a new cemetery, but no one wanted to take care of the search for a place in the old city cemetery, especially in winter.

Recently, to bury socially unprotected and has become nobody. Previously, public utilities from the municipal repair and operational enterprise (MREP) were engaged in this. But in the spring, the company went bankrupt, and representatives of the new private company - Kuril Communal Service LLC - did not take responsibility for the funeral.

Now in the hospital morgue in Kurilsk there are the bodies of two men: one from October 18, the second - from October 31. How much more they will stay in the morgue, it is incomprehensible: the funds for the burial of the lonely in the district budget are not provided, there is actually no one and nowhere to bury them, the Soviet Sakhalin states.

Kurilsk is a city with a population of about 2 thousand people, the administrative center of the Kuril city district, part of the Sakhalin region. The district includes seven settlements, it is located on three large islands of the Bolshoi Kuril ridge and a number of small ones. Kurilsk is located on the island of Iturup, the territory of which Japan claims.

In addition to Iturup, the Japanese consider the island of Kunashir and Shikotan, as well as the Habomai archipelago, as their "original territories" . According to the Japanese government, in 1945, Soviet troops illegally occupied these territories. Moscow believes that Russian sovereignty over the southern Kurils has no doubt. Due to this dispute, Japan refuses to sign a peace treaty with Russia.
