
The proposal for the remote transfer of the funded part of the PFR pension to the NPF appeared on the website Pensiya-online.ru. It is proposed to conclude a contract with large NPFs - "Welfare", "Norilsk Nickel" and "Region fund", the newspaper Kommersant writes.
The scheme of the conclusion of the contract is as follows: it is necessary to fill out the electronic form of the application for the transition to the NPF, after which the company will send three completed OPS agreements, an application to the FIU and an envelope with a return address at which it will be necessary to send the signed agreements and the application.
The director of LLC "Element Group" (a company engaged in the creation of the site) Ilya Mitrofanov told Kommersant that the purpose of creating the site was "in an accessible form to explain the essence of pension reform and provide the opportunity to transfer pension accumulations in the NPF." “With the funds indicated on the site, we have reached an agreement, and we act as their agents,” Mr. Mitrofanov explained. According to him, the number of funds will increase in the future.
In the press service of the NPF "Blade" on the eve, they could not quickly answer whether the fund has an agent agreement with the "element of groups". Viktor Yakovlev, Director of Development of Region fund, told the newspaper that the Fund was not related to the site and did not authorize anyone to conclude new contracts over the Internet.
“Now we are engaged in how our fund appears on this site,” Mr. Yakovlev noted. Correspondents failed to contact the Norilsk Nickel NPF.
Market participants believe that a new way of transferring the funded part of the pension in the NPF is contrary to the law.
According to 75-ФЗ "On non-state pension funds", the statement of the insured person about the transition to the NPF is sent to him to the territorial authority of the FIU personally or in another way. In the latter case, the identity of the personality and the authenticity of the signature of the insured person are carried out by a notary or transfer-agent, which has an agreement with the FIU.
The representative of the PFR Marita Nagoga told Kommersant that "the application sent by mail, the FIU does not consider as the desire of the insured person to transfer his pension savings in the NPF."
The possibility of a remote conclusion of an OPS agreement exists, but in the funds offering such a service, this procedure is different. In the Gazfonta, for example, anyone can fill out the questionnaire on the site, send it by mail along with copies of the passport and insurance certificate to the NPF office, then the fund will send three original agreements that must be signed. At the same time, the application for the transition by the transition will need to be brought independently to the PFR department. Sberbank NPF provides a similar opportunity.
The volume of the pension savings market is 530 billion rubles, and 452.45 billion rubles. Of these, they are concentrated in Web. NPFs are trying to get part of these funds and attract agents for these purposes. The cost of one agreement concluded by the agent is on average from the market from 500 to 1.5 thousand rubles. To get this reward, agents often go to tricks and fraud, transferring invalid agreements to the funds.
