
According to the Pension Fund of Russia (PFR) at the end of November, 1.8 million people entered the program of state co -financing of pensions, and the amount of additional contributions received amounted to 1.54 billion rubles, most of which - 1 billion rubles were credited from employees through employers, 524 million rubles - directly from citizens. Thus, on average, 840 rubles were received for each participant in the program, the newspaper Kommersant writes.
It is worth recalling that the co -financing program for pension savings began to work on January 1 of the current year, although the FIU began to be accepted from October 1 last year.
You can make a contribution through the bank, it is possible - through the employer, instructing him to hold contributions from the salary. The state annually adds to the contributions of citizens the same amount, but not higher than 12 thousand rubles a year. For people who have reached retirement age, but working and postponing the appointment of a retirement pension, special conditions are provided: the state will add four, but not more than 48 thousand rubles a year for each ruble.
The program provides for the participation of employers - their contributions in the amount of up to 12 thousand rubles. In the year, for each employee, UST is not taxed. However, judging by preliminary data, they participated in the program more than reluctant - according to the end of November, they paid only 10.5 million rubles, or 0.7% of the total amount of payments.
The Vice President of the FBK Sergey Lomiza is not surprised by such a low activity: "It is unprofitable for employers, for enterprises this is an additional expense. In addition, no reduction of already accrued taxes for employers are provided for in these contributions. There are the best ways to spend part of their salary on their pension savings."
In non -state pension funds, it is noted that, since it is more convenient for employers to make contributions at the end of the year, talk about the low activity of their participation in the program prematurely. “The employer wants to see all the contributions from a person for a year and co -financing the annual volume,” said Dmitry Konshin, vice president of the Gazfont NPF. “In the first year, the most courageous entered, it will be possible to talk about the success of the program no earlier than the end of 2010,” he believes.
Experts believe that in practice, the failure of the program is even larger. "The figure of 1.8 million people who wrote the application is misleading, since they really pay contributions to the system of just over 300 thousand people," Konstantin Graryumov, chairman of the National Association of National Association of Non -State Pension Funds, told Kommersant.
