| November 11 -- December 11, 2009 “Politicians Through the Eyes of the Media,” a joint project of “Vremya Novostei” and the “Medialogia” company, are ratings of political figures who are most actively discussed in the federal press and on central TV channels.
“Politicians through the Eyes of the Media” are published weekly: over the course of a month, you can sequentially familiarize yourself with the ratings of governors of the Russian Federation, deputies of the State Duma of the Russian Federation, ministers of the Russian Federation and heads of foreign states and governments. The ratings are also published on the publication’s website: www.vremya.ru.
The ratings reflect both the total number of publications per month and the level of information favorability in relation to each political person. The Information Favorability Index (IFI) is calculated based on the nature of references to a person (positive, negative, neutral), the significance of the message and the influence of the media.

Russian Prime Minister Vladimir Putin is the traditional leader of two media ratings. Mr. Putin attended the United Russia party congress, held a four-hour television program, “A Conversation with Vladimir Putin,” and held talks with Ukrainian Prime Minister Yulia Tymoshenko.
Tatyana Golikova’s participation in solving problems related to the crash of the Nevsky Express passenger train and the fire in the Perm nightclub “Lame Horse” brought the Minister of Health and Social Development to second place in two indicators in media ratings.
Deputy Prime Minister and Minister of Finance of the Russian Federation Alexei Kudrin took third place in two ratings.
The most significant movement in media ratings was demonstrated by the head of the Ministry of Emergency Situations of the Russian Federation Sergei Shoigu and the head of the Ministry of Transport of the Russian Federation Igor Levitin . The above-mentioned tragic events became informational reasons for Sergei Shoigu. Over the past period, Igor Levitin supervised the restoration of the damaged section of the Moscow-St. Petersburg railway. In addition, the head of the Ministry of Transport told the media about an agreement with France, reached during Vladimir Putin’s visit to Paris, to allow the A380 passenger aircraft to fly over the Russian Federation. | |
