
The speaker of the Federation Council and the leader of the Just Russia party Sergey Mironov proposed to transform the Russian police into federal police. Mironov spoke out for reforming the education system of the Ministry of Internal Affairs, proposing to reduce the total number of specialized universities in order to focus them on the preparation of "police" under the undergraduate program. “It is no coincidence that we propose the concept of“ federal policeman ”and“ federal police, ”he explained.“ This is also that the college cadets and higher educational institutions have its own code of honor. ” And in general, Mironov believes, "having renamed herself, she (police) may be reborn."
At the same time, according to Mironov’s plan, the police should also remain, but only to protect the law and order at the municipal level - "what is now called the police security police." Moreover, the leadership of the municipal police should be elected by the population, the speaker of the SF. And everything related to the struggle against crime and the disclosure of crimes must be transferred to the federal police, he is convinced.

By setting out the proposals of his party on the reform of the Ministry of Internal Affairs, initiated by the Decree of the President of the Russian Federation of December 24 last year, Mironov also spoke in the adoption of the Federal Law "On Law Enforcement Service in the Russian Federation." The key position of this basic law, Mironov believes, should be the legislative consolidation of the legal mechanisms of parliamentary and public control of the activities of internal affairs bodies.
The law should also establish clear grounds for dismissing employees from the Ministry of Internal Affairs without the right to restore themselves, Mironov continued. He also believes that the competitive procedure for the selection of law enforcement service is needed. "The police and the police must be taken to the future police and not to be recruited," he said. “A prerequisite for hiring should be a test period of six months long,” the politician emphasized.
Mironov also advocates the expansion of professional and moral prohibitions for employees of the Ministry of Internal Affairs, and offers mercilessly to dismiss police officers for obviously inaccurate information in the income and property declaration, drunkenness, drug addiction and immoral behavior. Also, in his opinion, the reason for the dismissal should be a systematic violation of official discipline, activities incompatible with the post of employee of the internal affairs bodies, corruption offense, Interfax reports.
At the same time, according to Mironov, the procedure for dismissing the employees who compromised themselves should be greatly simplified. "The law should provide for legal mechanisms for verification of not only the procedure for providing an employee of the Ministry of Internal Affairs of the Declaration of their income and property, but also the correspondence of what is declared, their real state. Some officials in the current Ministry of Internal Affairs need to be afraid and openly ask - where did such a foreign car come from, such a mansion for a modest salary?" he added.
Mironov also proposed to legislatively fix as an anti -corruption measure the obligatory rotation of the heads of the territorial internal affairs bodies after five years of their work in the position. “That is, we cannot have the leaders of the Central Internal Affairs Directorate, who are sitting in their position for 10-15 years,” he said.
"The following rule should be included in the regulations of the Ministry of Internal Affairs: if the employee is in uniform, then he is in the performance of duties. Each employee of the Ministry of Internal Affairs should have a clear identification with the surname, title and unit where he serves. As adopted in many countries of the world, this information should be in a prominent place," Mironov said.
“The law must be prescribed in the law public publicity of offenses committed by law enforcement officers,” he said especially.
"Compensation of the prohibitions and restrictions system should be guaranteed by the state in the form of a special social package. We consider it necessary to legislatively establish the provision of police officers in two ways by permanent housing: during the service - the provision of official housing, which, upon completion of the impeccable service, can be privatized," Mironov said.
The second path, in his opinion, is a preferential mortgage for employees of the Ministry of Internal Affairs. “The right to such a mortgage is received by an employee who honestly worked for 3-5 years, with the repayment of this mortgage according to the principle - received, after 5 years of honest service, 25%is written off, in 10 years of honest service - 50%, after 20 years it is written off 100%,” the speaker of the SF explained.
He also proposes to consolidate the right to travel by public transport and transport within the constituent entity of the Russian Federation even after retirement. “We consider it necessary to establish the practice of the output aid after an impeccable completion of service in the structure of the Ministry of Internal Affairs in an amount equal to the amount of cash over the past five years,” Mironov said.
