
The fact is that in Sevastopol, military units of the Black Sea Fleet of the Russian Federation were introduced in the description of the boundaries of certain sections of the territorial district election commissions No. 224 and No. 225. As the SBU press service informed me, 11 parts were introduced in the 224th district, OIK informed the Security Service in the 225th. Explanations were given by the First Deputy Head of the Sevastopol City Administration, Professor Vladimir Kazarin :
- We do not create any plots on the territory of the parts of the Black Sea Fleet. It's about something else. A lot of civilians work in parts of the Black Sea Fleet of the Russian Federation, somewhere up to 9 thousand people. They work in construction departments. They work in any engineering units for maintenance of equipment, the same sailors, repair plants. They are citizens of Ukraine, civilian. A certain part of the Ukrainian leadership is bothering that these civilian units of the Russian fleet, if they are carriers of two citizenships, did not participate in the elections until they, by law, do not abandon one of their citizenships. Undoubtedly, a rather large number of people who have been working in the structures of the fleet have a second citizenship - Russian. According to Ukrainian law, they do not have the right to vote until they abandon one of their passports.

- And this is the second part of the question. Military counterintelligence sent a letter that received a resonance in which she warns the election commissions that it would be necessary to prevent voting by persons with dual citizenship, as required by the law! But there are no practical mechanisms for election commissions and the civilian Sevastopol authorities to identify such persons and their vote. I think that military counterintelligence, having addressed such a letter, should explore this problem and solve. In its competence, in the competence of other law enforcement agencies, determining the circle of people with dual citizenship and the adoption of appropriate measures.
Assistant Commander of the Black Sea Fleet for Public Relations Captain of the First rank Andrei Krylov refused to comment on the situation:
- Contact the SBU! This is not the case of the Black Sea Fleet - to comment on this situation. The Black Sea Fleet does not deal with the presidential presidential election. We first encounter this situation. There were no problems before. Now, as Kazarin said, this issue has raised the relevant structures - well, probably for themselves.
Vladimir Kazarin does not deny the existence in Sevastopol a significant number of persons with two passports - Russian and Ukrainian:
- In past years, when this problem was not so relevant, a certain number of people received two passports. Moreover, Ukrainian legislation does not interfere with this. The Ukrainian legislation says that a person enters into new citizenship and gives an obligation to get out of Ukrainian. But it is not written there when - in a week, a month later, in a year, after 25 years.
In addition to clarifying the boundaries of polling stations, the military counterintelligence of Ukraine began a special investigation into the election site in the rescue tug "SB-36", owned by military unit 26979 of the Black Sea Fleet of the Russian Federation, where citizens of Ukraine also serve as part of the crew. Representatives of the fleet also do not comment on this situation. The first -rank captain Andrei Krylov believes that nothing has changed from the period of past elections in the Black Sea Fleet and the question of dual citizenship has been raised for the first time.
The chairman of one of the district commission Anna Izotova published a letter sent by the head of the Military counterintelligence department of the Security Service of Ukraine to the administration of the Autonomous Republic of Crimea and the city of Sevastopol. The letter contains instructions on how to "identify persons with the so -called dual citizenship during the vote, and focus the attention of representatives of the Ministry of Internal Affairs."
Vladimir Kazarin believes that the special attention of the security service to this issue began to be felt after the events in South Ossetia and Abkhazia, where the mass issuance of Russian passports was carried out:
- Ukrainian law enforcement agencies began to control this process harder after Ossetian events, fearing possible consequences if this process would accept any significant scale. Now, as far as I know, they turned to the Consulate General of Russia with an urgent request. Its meaning is this: that the consulate, when considering the issue of obtaining citizenship of any of the citizens of Ukraine and after issuing this citizenship and receiving written assurances from it that he undertakes to get out of Ukrainian citizenship, informed the Ukrainian side that such and such citizens to Ukraine adopted Russian citizenship. This is necessary in order for the Ukrainian side to record the appearance of a second passport in such and such citizens. And then send to persons with dual citizenship of the letter with an urgent recommendation to withdraw from Ukrainian citizenship. I don’t know to what extent the Russian side will be ready to meet the Ukrainian side, but at least the Ukrainian side speaks about this in its correspondence with Russia.
According to Anton Tereshchenko , a member of the territorial election commission of district No. 224, the members of the commission sent a response to the SBU on the eve that they emphasized that data on the employees of military units and institutions of the Black Sea Fleet are submitted to the voters register by commanders of these units. “And therefore, the responsibility for making the submission lies with them and the managers of registers,” he emphasized, noting that the commission does not have information about Sevastopol residents with dual citizenship.
In general, in Sevastopol, voting in the morning occurs without excesses, no violations of the electoral legislation have yet been recorded.
